Study On Improvement Of Public Service In Huizhou Dayawan Chemical Park

Chemical parks are the main bases for the development of chemical industry in our country.These parks have been popular investment destinations for chemical players and serve as the economic growth areas.These parks have also become crucial areas for local innovative development,incubation and industrial upgrade.Though there are numerous chemical industrial parks in China,public service quality isn't high in general.New demands for public service come up as chemical companies are eager to maintain their competitiveness through innovation so as to get over the changeable micro-economic climate and the strict environmental protection regulations.They hope to lower the costs and put the well-built and cost efficient public services even as key indicators when choosing a new investment destination.How to improve public service and meet the new demands of the companies toward government as well as fulfill the task of building a leading chemical park are new topic for the local government to consider.The study on public service system in the industrial park is still new and remains at the scrabble stage.It is necessary and valuable to study on public service and its transition in the chemical industrial parks.From the study on Huizhou Dayawan chemical park which boasts a relative fast growth and relatively well-built public service,it is found out that Huizhou Dayawan Administrative as a local agency representing Huizhou City Government,undertakes the responsibility of the social affairs and economic development,and provides public service through its authorities and governing body.These public services are classified into business supportive service,managerial supportive service and assurances supportive service to meet the different demands of the companies in the park.Business supportive service includes the construction and operation of the public utilities and amenities.Managerial supportive service includes park planning,investment promotion and evaluation,environmental protection and monitoring,and one-stop shop approval.Assurances supportive service is meant to be the care on HR,R&D sites,supportive policies and funds.However,problems are talked during the interviews of government staff,companies andinnovation bodies and industrial federations.The problems are still there,such as the inclination towards tangible facilities rather than soft platforms,approval low efficiency,HR shortage and the lack of input on intangible facilities.The study tries to point out the causes of the problems.The government fails to understand the new demands of the clients on time and doesn't do well enough in the approval and regulating job.The development gap between cities nearby and funding difficulty are also the challenges.Instructive suggestions are made in the business,managerial and assurances supportive service.The government is suggested to improve its business supportive service in the way of making full use of the exiting service facilities,and putting more care both on tangible and soft platforms,promoting scientific development based on one park while production in different areas,sharing the public service facilities in different areas and cultivation of new training bodies are advised as well.Approval reform and price managerial service as suggested in the study.Other suggestions in HR and capital input are made.The practice and experience in Huizhou Dayawan chemical Industrial Park may be helpful and useful in the improvement of public service in other chemical parks.
