Industrial clusters are groups of inter-related firms and organizations involved in a same industry producing goods and services and innovating in a geographic concentrated area. This industrial organization has unusual economic advantages because it drives competent industries and firms creation. Many countries in the world adopt developing Science and Technology Parks (S&T Parks) policy to develop new and high technologies and industries. S&T Parks are effective forms to attracting firms and organization in the concentrated area. Industrial clusters are the primary reasons for the success of S&T Parks such as silicon valley. Meanwhile, developing S&T Parks is the important practice for forming industrial clusters .Doing research on the law of their successful combination will raise new solutions and strategies for the development of S&T Parks in our country. However, the development of S&T parks in our country should rely not only on the globalization and internationalization of high-tech industries but also on the current situations and different stages of the parks in our country. The individual features of different industries also take effects on the development of industrial clusters.In order to solve these problems, both theory and empirical analysis are used in this paper. In the first place, we compare the S&T Parks and the industrial clusters. We conclude that S&T Parks are not the preconditions for the development of industrial clusters. In the second place, based on the comparison between the high-tech and traditional industrial clusters, the comparison between the domestic and famous industrial clusters in the S&T Parks and the comparison between the 4 models of developing industrial clusters in the S&T Parks in the world, we choose and better economy models for the developing of the industrial clusters in the S&T Parks in our country. In the third place, we take optical industrial clusters so called as optical valley for example. We compare three major optical valleys in our country in terms of their development stages, technological conditions and the industrial compositions .After analyzing the difference between the domestic and foreign optical industrial clusters, this paper proposes that the three major optical valleys in our country should focus on different goals.
