Study On Government Functions In Beautiful Rural Construction

The report of the Eighteenth National Congress of the Communist Party of China first put forward the concept of "beautiful China",and the nineteenth National Congress of the Communist Party further put forward the development strategy of rural revitalization.In 2018,document No.1 of the Central Committee pointed out that rural construction should become a happy and beautiful new home.To be beautiful in China,rural areas must be beautiful.In the construction of beautiful rural areas,priority should be given to agricultural and rural development,and livable in accordance with ecology and effective governance.The General requirements of rural culture,prosperity of industry and prosperity of life provide guidance for governments at all levels to promote the construction of beautiful countryside and further develop the functions of local governments.It is a subject worthy of study to effectively exert government functions in the construction of beautiful countryside and promote the revitalization and construction of beautiful countryside.Yihuang County proposed in the 2013 "Government Work Report" to build a harmonious and beautiful countryside,coordinate urban and rural planning and construction,promote urban roads,water supply,power supply,environmental protection,ecological infrastructure to extend to the countryside,and promote the continuous development of public services to the countryside.In 2014,the Yihuang County Government officially launched the beautiful rural construction work.In the process of promoting the beautiful rural construction in Yihuang,the government took the initiative to play a functional role,and achieved some results in the beautiful rural construction,but there are some problems at the same time.Guided by market failure theory,rural governance theory and service-oriented government theory,this paper effectively summarizes the role played by government functions in the construction of beautiful countryside in Yihuang County.In addition,it also summarizes the current situation of government functions in the construction of beautiful countryside in Yihuang County from the aspects of scientific planning,focusing on ecological development and protection,system and mechanism innovation,personnel construction and training,financial and policy support,etc.In-depth research and analysis are carried out to explain the problems existing in the function of the government in the construction of beautiful countryside from six aspects: inadequate publicity and mobilization,inadequate infrastructure construction,inadequate financial support,inadequate introduction of high-quality talents,inadequate coordination of management and protection,and inadequate government supervision mechanism.Based on the analysis of the present situation,existing problems and causes of the government functions in the construction of beautiful countryside in Yihuang County,this paper puts forward some countermeasures to further improve the government functions in the construction of beautiful countryside from the aspects of active propaganda and guidance,optimizing financial support,strengthening policy guarantee,training excellent talents and implementing supervision system.
