Research On Government Functions In The Construction Of Beautiful Towns In The Platea

Since the 18th National Congress of the Communist Party of China put forward the concept of "beautiful China" and emphasized the integration of ecological civilization construction into the "five in one",the whole country has started the construction of beautiful cities and towns in order to promote the harmonious coexistence between man and nature with green development,and Huangzhong district has also started a series of beautiful cities and towns based on the new development stage,established a new development concept and started a series of beautiful cities and towns under the background of national beautiful construction.Huangzhong district is a national poverty-stricken county.Through the implementation of beautiful urban construction,it has made up for the shortcomings of infrastructure in various townships,improved the people’s production and living conditions,and laid a solid foundation for the development of urbanization in the future.From 2015 to 2020,five beautiful towns have been built in Huangzhong District of Xining city.In the construction,the government has played a main role,played its due role and achieved good results,but there are also some problems.Taking Huangzhong District of Xining City as an example,this paper takes function in the construction of plateau beautiful cities and towns as the theme,under the guidance of service government and new public service theory,this paper analyzes the exertion of government function in plateau beautiful cities and towns of Huangzhong district by means of visit investigation and literature analysis,and studies the existing problems and measures to solve the problems.The full text is divided into seven chapters.The first chapter is the introduction,which mainly expounds the background and significance of this research,combs the research status at home and abroad,and introduces the research methods and research characteristics.The second chapter defines the core concepts,on this basis,a theoretical point of view is formed.The third chapter introduces the exertion of government functions in the construction of beautiful cities and towns in Huangzhong District,and analyzes the basic situation of the construction of beautiful cities and towns on the plateau in Huangzhong District,the main functions that the government should undertake,the main measures and results of the government’s exertion of functions.The fourth chapter analyzes the main problems and reasons in the development of government functions in the construction of beautiful towns in Huangzhong district.The fifth chapter expounds the typical cases and experience enlightenment of domestic government promoting the construction of beautiful cities and towns,which provides empirical support for the research.The sixth chapter expounds the countermeasures and suggestions to promote the exertion of government functions in the construction of plateau beautiful towns in Huangzhong district from four aspects: multi-channel financing and construction funds,improving people’s participation,comprehensively improving urban management and governance capacity,and strengthening follow-up industrial security.The seventh chapter is the research conclusion and prospect,which systematically combs the research views of this subject,and prospects the direction and focus of future research.Through the research on the government functions in the construction of plateau beautiful cities and towns,this paper hopes to find the correct function orientation for the government and improve the performance ability of inthe new era background,how can the government function adjust itself,so as to realize the full implementation of various measures for the construction of plateau beautiful cities and towns in Huangzhong District,Xining city.
