Research On The Construction Of Old-age Service System In Rural And Pastoral Area Of Siziwang Banner

The aging of the population has become a problem that needs to be solved urgently in all countries in the world,and the problem of aging is becoming more and more serious,which plagues the economic and social development of all countries.In2020,our country’s population aging rate has reached 19.3%,and the average life expectancy has reached 77.3 years.This has led to the rapid progress of China’s aging problem,which has become a problem that restricts our country’s economic and social development.Solving the problem of population aging is of great strategic significance for realizing the Chinese dream of enriching the people and strengthening the country.The National Fourteenth Five-Year Plan has elevated the active response to population aging to a national strategy,which has pointed out the direction for us to do a good job in the elderly care in rural and pastoral areas.Inner Mongolia Autonomous Region is located in the ethnic minority areas of the northern frontier of our country,in 2020,the aging rate of the population over 60 in Inner Mongolia reached 19.78%.The issue of old-age care is essentially a social public affair,which mainly relies on the government to play a guiding role and mobilize the whole society to participate.The construction of the old-age service system in the rural and pastoral areas of Siziwang Banner is in its infancy.There are no mature model and successful experience.There are many topics to be explored and researched.It is necessary to study the construction of the elderly care service system in rural pastoral areas and explore an old-age care model that can be used for reference in the rural and pastoral areas of our district,and promote the healthy development of the old-age care in our district,so as to solve the problem of population aging better.This paper sorts out relevant domestic and foreign documents,analyzes the current situation of the old-age service system construction in the rural pastoral area of Siziwang Banner,analyzes the system construction,the elderly service model,the project construction,and finds the existing problems.By learning from the relatively mature experience of the construction of the rural elderly care service system in foreign countries,we can get inspiration from it,which is expected to provide a reference for the establishment of a complete elderly care service system in the rural pastoral area of Siziwang Banner.Finally,this paper hopes to effectively improve the construction of the old-age service system in rural pastoral areas through the following four aspects of policy measures: one is to establish and improve relevant systems and policies,and to do a good job in top-level government planning and implementation;the second is to strengthen and improve the construction of a professional service team for the elderly;the third is to establish a sound government funding guarantee system and encourage all kinds of social organizations to actively participate in it;the fourth is to promote the diversified development of elderly service models.
