The Operation And Value Of Deliberative Democracy Technoligy

The construction of deliberative democracy is an important manifestation of the modernization of state governance in the political field and the main content of deepening the reform of political system.Promote the scientific and systematic development of deliberative democracy,and realize the effective operation of grassroots deliberative democracy,all of which need the support of democratic technology.The research and practice of democratic technology should be an important part of the construction of deliberative democracy.Domestic and foreign scholars focus on the overall development of democratic technology and path design,suitable for the Chinese situation of democratic technology research is rare,and therefore based on local democratic practice of deliberative democracy is extremely necessary.The discussion of democracy in Wenling,Zhejiang,is the benchmark for China’s grass-roots deliberative democracy construction,while the discussion of democracy and discussion of Zeguo Town,which combines foreign technology and local consultation logic,is the best example of studying Chinese-style deliberative democracy.The technical practice shows that the technology of consultative democracy adapting to the local conditions is an important boosting force for deliberative democracy construction.Firstly,the operation and evolution of deliberative democracy are explained and analyzed.On the one hand,combing the technical development of the town of Zeguo history,put forward the technical development of the three power and technical characteristics.On the other hand,it deconstructs the democratic discussion from the three aspects of the physical,procedural and rational elements of the technology,and depicts the key points of the logic and evolution of the technical operation of the democratic discussion from the angle of the whole.Second,the article from the "tool" and "value" of two aspects of the democratic discussion to conduct technical evaluation.In the perspective of instrumentality,this paper divides the democratic discussion into four parts: proposing,speaking and debating,compromising and consensus,conducting and responding to the four joints,and conducting technical evaluation one by one.It is concluded that there is a high degree of operability in the democratic discussion,but the validity of the goal realization is a little shortcoming.From the perspective of value,this paper,based on the core values of deliberative democracy,carries out the value evaluation of democratic discussion from three perspectives: mass participation,prudent negotiation and political equality.It is concluded that the democratic negotiation has made a compromise in the course of practicing the core value of the deliberative democracy.On the basis of ensuring the stability and effectiveness of the system,the value of deliberative democracy has been basically reached.Finally,the author discusses and discusses the kernel of deliberative democracy and deliberative democracy.This paper argues that the evolution of democratic dialogue from operation to operation has realized the localization and systematization of deliberative democracy.The combination of technology and system,technology and idea is the inherent relation between the negotiation of democratic technology and the development of deliberative democracy.Meanwhile,it also brings a new idea for the construction of grassroots democracy.
