Research On City Grid Management Of Liwan District In Guangzhou

It's a common-concerned issue for almost all the cities and countries that urban management lags behind urban construction and can't meet the need of the citizens.This situation is especially obvious in some large and medium-scale Chinese cities whose construction has arrived at their mature stage.Their main problems include the lack of timely information,the passive management,the absence of government supervising,blurred and overlapping responsibility of special management departments,decentralization,bull management as well as the extensive managing model,irregular and changeful management and the lack of effective supervising and evaluating systems,etc.To solve these problems,city grid management,a digitalized urban management model has thus been adopted.Initiated by Beijing Dongcheng District,with the updated urban management concept,this new model makes a full use of various digital technologies such as computers,network,Geographic information system and wireless communication technology to meet practical use.The new management system of “two cores”— supervising and commanding center has been established on the basis of self-developed information crawler to update the process of urban management.In this way,the adoption of combining the way of "grid management module million metres " and "urban parts management " thus achieved the high accuracy and efficiency of a whole-time urban management covering all the areas of the city.This paper sets off the discussion on the researches into individual case,of which the object is Liwan District,one of a typical urban center in Guangzhou.With regard to the significance of urban grid management,makes the theoretical analysis,studies the present operational condition,and sums up the achievements.Furthermore,it gives serious consideration to the problems existing and puts forward the corresponding resolutions.It might be considered as a reference to laying a consolidated foundation of carrying forward the further development of urban grid management in Liwan District as well as to the popularity of the project.Liwan District has been very keen on the study of the urban grid management and gained some experience through practice.However,due to the defects of current systems,mechanism,technology as well as others factors,many problems still exist,such as the unclear division of responsibility among different departments,the low rate of resolving complex problems left over from history,and the imperfect evaluating system? Apart fromthat,the staff members need to be more qualified and grid information system as well as special management information system should be more integrated.To solve these problems,much work should be done to improve urban management,including reasonably dividing responsibilities for different departments of the district,integrating disposal potency,exploring resolving systems to deal with difficult problems,setting up warning system,improving supervising and evaluating system and widening management area,etc.Only in this way,can the model of urban grid management play a more significant role in improving the efficiency and level of urban management?...
