At present,the sharing of bicycle for "Internet plus technology" as the support,take the third party payment platform to rely on,quickly beyond the public bicycle in the green travel,smart travel concept,has become an important part of city traffic is relatively slow,which belongs to the new quasi public goods in china.Facing the surging tide of bike sharing,the traditional ideas and means of regulation is difficult,not only often fall into no basis point,in dealing with fraud,infringement,endangering public safety and other issues are also facing severe challenges,the government to cope with what kind of attitude,to effectively regulate and guide the healthy and orderly development of bicycle sharing to a reasonable road "Internet plus" era,new problems faced by the government Chinese,urgent problem is as a tourist city of Kaifeng City to solve.This author takes Kaifeng shared bicycle as the research object,and uses the case study method to analyze the status quo of the government regulation of Kaifeng shared bicycle.This article is written according to the line of "theoretical basis,status quo,problem analysis,experience and reference,strategy suggestion".First of all,the paper expounds the relevant concepts and theoretical basis of government regulation in detail.The basic theory of regulation is the theory of market failure,the theory of public interest and the theory of captive regulation.Secondly,it simply describes the basic situation of the development and operation of the shared bicycle in Kaifeng,and analyzes the current situation and the problems in the regulation of Kaifeng from the perspective of economic regulation and social regulation.The specific problems are unclear regulations,social confusion,responsibilities and blunts,public interests,supply and demand deviations,disrupting market order,lack of supervision,and social failure.Again,the paper draws lessons from the domestic two big bike sharing development relatively good city of Beijing and Chengdu,to provide a useful reference for the city municipal government regulation of bike sharing;finally the author sums up the previous theory of government regulation in the analysis,by reference to relevant domestic bicycle regulation experience,put forward strategies and suggestions of government regulation of the bike sharing Kaifeng the perfect including to make sharing bicycle regulations,must establish independent regulation agencies,the introduction of regulations and procedures for negotiations.Hoping that these suggestions can be good convenience for the people and people,to achieve the best use of resources.The author systematically and comprehensively analyzes the problems and regulations in the development process of shared bicycles in Kaifeng City,and finds that the traditional concept of government regulation can no longer meet the development needs of the new economic form.The city government regulation and constantly improve the bike sharing can provide a new idea for opening regulation of municipal government regulation,regulate and improve government regulation,government regulation capacity and enhance the city to deal with the new things;but also for other areas to improve government regulation to provide the beneficial reference.
