Study On Legal Regulation Path Of Shared Bicycle

The 2018 report on the work of the Government mentioned in the past five years of work review that mobile payment and sharing economy have become a world trend,giving fresh impetus to the development of the cause of socialist construction with Chinese characteristics.With the widespread integration of "Internet +" in all walks of life,shared cycling has become one of the most dazzling stars in the field of shared economy.As an original product in China,sharing bicycles not only innovate the way residents travel,solve the " last kilometer" problem,but also help promote energy saving and emission reduction,to bring unprecedented intelligent service experience to consumers.However,the vigorous development of shared bicycles has also exposed many problems,such as excessive delivery of enterprises,random parking of users,difficult to withdraw deposits,etc.,for the government management work to bring new social challenges,causing the public and government departments of great concern.Therefore,it is necessary to use legal regulation to solve the social problems arising from the sharing of bicycles on the basis of social governance.At the same time,combined with the analysis of the practice of government supervision in Beijing,Shenzhen and Chengdu,this paper plans the legal regulation path of sharing bicycles in China with government supervision as the center,accelerates the construction of government ruled by law,and promotes the legalization of the state.This paper mainly takes government supervision as the center to plan and share the legal regulation path of cycling,the basic content is divided into four parts:first,the concept and characteristics of shared cycling are interpreted in detail,and the legislative and practical aspects of the legal regulation of sharing bicycles in China are analyzed in a multidimensional way,so as to put forward the necessity of government supervision in the legal regulation of Secondly,taking Beijing,Shenzhen and Chengdu as practical cases respectively,this paper analyzes the relevant regulatory policies and measures introduced by the above regional governments,summarizes and solves the solid data base for the subsequent problems,and makes the summary basis of government supervision issues more persuasive.Then,learn from the United States,France and other developed countries to share the bicycle government supervision strategy,improve China's sharing of cycling government supervision path.Finally,from the government supervision function to promote the legalization of government supervision,planning government-led,enterprise and social coordination to manage the sharing of cycling problem of government supervision path.
