Shared bicycles are born under the favorable conditions of people's demand for alleviating urban diseases,the new development concept put forward by the Party Central Committee and the development of "Internet +" information technology,and are the products of the shared economy under the new development concept.According to the latest report,the sharing of bicycles is booming and demand is strong.In the case of capital collapse,the three shared bicycle companies have increased their prices.On April 15 th,2019,the charges for Haro bicycles for the Beijing area increased from the original 30 minutes to 1 minute for 15 minutes;on April 8,2019,the Mobai bicycles for the Beijing area were charged.In 30 minutes,the price will increase by 1 yuan to 1 yuan within 15 minutes,and then the fee will be divided into sections,0.5 yuan per 15 minutes.The new billing standard for the small blue bicycle is the same as the Mobike bicycle.Most of the citizens expressed their acceptance of these regulations.In 2015,shared bicycles began to appear.By 2016,the number of shared bicycle users reached 0.28 billion.In 2017,the number of shared bicycle users reached 205 million,with a growth rate of 632.1%.In 2018,the number of shared bicycle users reached 235 million.The growth rate dropped sharply to14.6%.It is predicted that the number of shared bicycle users in China will reach 259 million in 2019,with a growth rate of 10.3%.The rapid development of shared bicycles has positive significance,such as alleviating urban diseases,facilitating people's travel and promoting employment.However,in the development process of shared bicycles,there are also various new problems such as chaos,unrequited deposits,vicious competition,"tragedy of the commons" and lack of supervision.Therefore,under the new development concept,it is necessary to carry out government regulation on the development of shared bicycles and promote the healthy development of shared bicycles.This paper takes the government regulation in the development of shared bicycle as the research object,and carries out the discussion in this paper in a certain logical order.In the introduction part,the research background,theory and practicalsignificance are described.The research ideas,research methods,technical routes,innovation points and main deficiencies of this paper are also introduced.In the main body,the first part defines the basic concept of government regulation in the development of shared bicycles,and expounds the theoretical basis of government regulation in the development of shared bicycles.The second part expounds the development of shared bicycles,mainly analyzes the development process of shared bicycles from the life cycle theory,and points out the social effects of shared bicycle development.And the problems in the development of shared bicycles.The third part analyzes the status quo of government regulation in the development of shared bicycles.In this part,the basic situation of the release of the government regulation policy for shared bicycles,the coding composition of the government regulation policy for sharing bicycles,and the analysis and sharing of the text of the government regulation policy for bicycles are introduced.Then,the government regulation of shared bicycles still exists.Regulatory legislation guarantees insufficient,the degree of access regulation is not enough,the price regulation is weak,the quantity regulation needs to be improved,the service quality regulation is not in place,and the market exit regulation of shared bicycles is not perfect.Finally,the problem of government regulation of shared bicycles is analyzed.The main reasons are information bias,regulatory capture and institutional inertia.The fourth part proposes countermeasures to improve the government regulation of sharing bicycles.Faced with the problems in the development of shared bicycles,it is necessary to improve the government regulation of sharing bicycles to guide and standardize its benign development,mainly from improving legislative guarantees,adhere to the policy of making policies for the city,rationally grasping the degree of market access regulation,promoting the transformation and upgrading of price regulation,and strengthening The number of shared bicycles is regulated,the service quality regulation of shared bicycles is strengthened,and the market exit regulation of shared bicycles is improved to realize“shared bicycle +” to maximize value.
