With the advent of globalization in the 21 st century,the construction of the two concepts of lifelong education and learning society has been widely recognized and favored on a global scale.On this basis,governments vigorously promote the development of community education to build a learning city.Besides,the grassroots community is the fundamental cell of society and city,so,to create a learning city,we must first construct a mature learning community.Among them,community education as a primary form of promoting the construction of the learning community to drive the progress of the whole community.Therefore,the development of community education and the establishment of learning communities have essential significance for the construction of the learning city and the learning society.At present,the research on China's learning community almost focuses on the eastern developed regions,but rarely on the middle and western areas.Given this,this capstone takes Xi'an as the research object and selects several typical cases around the world to analyze.In this paper,it will use the theory of community education and learn community-related approaches.By these theories,this paper will combine with literature research method,case study,and questionnaire survey to understand the current status of learning community construction in Xi'an and analyze the problems existing in building a learning community.At the same time,combining with the experience of typical cases at home and abroad,the author puts forward some suggestions on improving the learning community in Xi'an.Also,this paper hopes to use the OECD learning community concept and selectively select models that can be used to build a relatively complete and systematic model which suitable for learning community construction in Xi'an.This study finds that in the construction of learning communities on Xi'an has several problems which can conclude that insufficient development of community education funds,relatively lagged creation of teaching staff,incomplete management mechanisms,low awareness of lifelong education and low participation of residents.In response to these problems,this thesis tries to build a new model suitable for the future development of Xi'an.Besides,it will combine with related theories and put forward safeguard measures to ensure that new mode will be developed in the future.Additionally,it needs to strength the legal norms and improve the safeguard mechanism.At the same time,the government should strengthen guidance and cooperation with enterprises while rich learning resources to build a lifelong education platform,etc.All in all,this capstone project hopes that these measures can provide individual help for the solution of Xi'an problems in creating a learning community.
