Analysis On Supply Mechanism Innovation Of Urban Public Goods Based On PPP Model

Public-Private-Partnerships(PPP),which is a type of mutual cooperation between the government and the private sector to provide quality social and public services,and a mutually beneficial cooperation model.It is a public sector and for-profit company.Or a non-profit company's cooperative relationship on a project based on equality and mutual benefit,and this cooperative relationship can lead both parties to achieve better results than expected.Specifically,the government gives certain non-public sectors certain preferential rights to ensure that non-public sectors can provide better quality services to the general public and ensure that non-public sectors can be “profitable”.Through the signing of cooperation agreements between both parties,the rights of both parties to cooperation can be clearly defined.With the obligation to ensure the successful completion of the cooperation project,a sound and long-term stable partnership is formed.Since the reform and opening up,individual fields in China have begun to use the PPP model.Although they have achieved certain achievements,they still have many problems in management,capital,and technology.Therefore,this paper attempts to introduce the PPP model into the supply mechanism of urban community public goods,and theoretically explores the significance of the PPP model for the effective provision of public goods in urban communities,and further understands and analyzes the status quo of the PPP model of urban community public goods supply mechanism.Through analyzing the successful cases of applying PPP models at homeand abroad,the problems existing in the supply mechanism of public goods in urban communities in China are discovered and discussed.The problems existing in the supply mechanism of public goods in urban communities and the in-depth reasons behind the effective supply of public goods in urban communities are analyzed.: The ideological concept is lagging behind;the supply mechanism still needs further improvement and development,among which there is a series of problems such as unclear supply scope,insufficient supply of funds,unmatched supply and demand,and inferior product quality;the legal system is not yet sound and has not yet formed effective The regulatory framework and oversight mechanisms are not perfect.Based on the successful experiences and implications of the PPP model for urban community public goods provision at home and abroad,the PPP model of urban community public goods supply mechanism path selection has been continuously improved to raise awareness of the PPP model.Innovating and perfecting the relevant rules and regulations of the PPP model,expanding the financing channels of the PPP model,and encouraging talents to participate in the three perspectives,it proposes countermeasures for applying the PPP model to the innovation path of the public goods supply mechanism in urban communities in China.
