The traditional plan-monopoly supply mechanism of public goods of cities has caused the law-efficiency and bad quality, and can't meet the requirement of international competition and domestic development. Mancur Olson's classification of public goods and analyses of characteristic have offered us new perspective of the research of governmental function and outcome in the view of public goods supply. This essay, starting with the evolution of concept development of public goods, considering the problem of urban public goods of China's transitional society, taking the reference from the theoretical innovation of foreign countries and based on the practical development, respeculates the relation between the government and public goods supply, in return, comes up with the fundamental thought path strengthening our country's public goods supply, polycentric cooperation format will be expected to appear by co-participating of public goods supply of governmental department, private sector and the third sector, and breaking down pole-monopoly traditional supply mechanism. The essay, beginning with this, in addition to the argument between the public goods supply by public sector and private sector, builds the cooperation-competition mechanism of public goods in our country. Government sector, private sector and the third sector, to the same level, and in course of cooperation and competition, are assigned tasks respectively, furthermore, the partner relation of cooperation and competition will come into existence, eventually, the new supply order of urban public goods will arise in the course of continuation and interaction. Meanwhile, the essay suggests that the suitable supervision should be given to the new mechanism.
