The Improvement Of Internal Supervision System Of The State Supervisory Committee

In the system design of any agencies,are inevitably involve the issue of supervision and restriction on Power: power is absolute or too strong that infringe people's rights,too weak that unable to complete the task of administration.As a unified anti-corruption agency set up by our country,the State supervision committee integrates the resources and power of state surveillance,which means the supervision power of the committee is huge.Therefore,the restriction of power of the State Supervision Commission is a key issue facing the reform of the state supervisory system.From ICAC in HongKong as the world-famous anti-corruption agencies,we can see that the proper institutional arrangement,the reasonable configuration of power has brought success and glory in its over 40 years of history.The internal supervision system provides a direction of improvement to our country's State Supervision Commission.On one hand,its organization design ensures its independence and integrity,meets the requirements of set by the oversight mechanism of the State Supervision Commission;on the other hand,the operational experience of the ICAC internal supervision mechanism also provides a reference model.On the basis of internal supervision,the design of the internal supervision system should be perfected,supported by a variety of supervision methods,and a multi-level and multi-agent linkage supervision mechanism should be established and provide a model for the internal supervision of the reform of the Mainland's supervision system.This paper starts from the perspective of internal supervision,intends to explore the configuration of internal supervision mode under the national supervision system reform.The goal is to improve the power supervision system and make some efforts for the State Supervision Committee to keep pace with the times in the future.First of all,the article analysis of the necessity of constructing the internal supervision system of the State Supervision Committee,and then analysis lists the disadvantages of the existing internal supervision mode.Then,starting from the establishment background,mechanism design and internal supervision model of Hong Kong's Independent Commission Against Corruption,it focuses on summarizing the characteristics of its internal supervision model.At last,based on the experience of the internal supervision system of ICAC and the national conditions of our country,I try to give the best solution to construct the institution of internal supervision of the State Commission of Supervision.
