Research On The Quality Improvement Strategy Of The CPPCC Proposal Of Shaoguan

Proposal work is an important part of the CPPCC.The proposal is the most direct and effective way for the CPPCC members to perform their duties and participate in the deliberation of the government.It is submitted to the Plenary Session of the CPPCC or the Standing Committee of the CPPCC.The proposal is reviewed by the proposal review committee or the proposal committee.Written opinions and suggestions should be submitted by the contractor.It can be said that the effectiveness of proposal writing has become an important indicator of the effectiveness of CPPCC members participating in the administration of state affairs.The quality of proposal writing directly affects the evaluation of the effectiveness of CPPCC members.However,the quality of current proposals is generally not good enough,and problems such as lack of overall outlook,lack of foresight,and lack of investigations and researches still exist.This paper starts from the perspective of public management and takes the Shaoguan People's Political Consultative Conference as an example.On the basis of the theory of quality improvement,deliberative democracy,and citizen participation,it analyzes the existing problems and causes of the quality of the CPPCC's proposal,and puts up the strategy for improving the quality of the CPPCC proposal.Raising the quality of the CPPCC proposal is not a simple task.The quality of the CPPCC proposal is closely related to the quality of the CPPCC proposal writing,the service quality of the CPPCC proposal,and the quality of the proposal.The party and government departments,the CPPCC organs,and the CPPCC members all relate closely with each other.We must recognize the important position of the proposal work in the deliberative democracy in China,work together to improve the quality of the CPPCC proposal,and promote the government to be more scientific and democratic in the decision-making process.This study can enrich the theoretical discussions of the CPPCC,build a more complete socialist deliberative democracy mechanism,and provide the oretical guidance for the Shaoguan CPPCC to improve the quality.It is also conducive to accumulating the wisdom and strength of all walks of life,strengthening the close ties between the party committee and the government,the CPPCC associations,and the people,forming a powerful joint force of multi-party cooperation,making the CPPCC proposal a direct link between the party committee and the masses,and promoting Shaoguan to build a well-off society in all-round way.
