Research On Administrative Efficiency Supervision For Law Enforcement Of Illegal Land-use And Construction In Huangpu District

With the rapid development of urban and rural economy,the problems of illegal land-use and construction emerged in the land expropriation and demolition,the transformation and the reconstruction of the old houses and the critical houses.The situation of the law enforcement departments in the investigation of "two violations" is also increasing,and the situation of the government directly as the object of complaint is also common.This paper intends to take Huangpu District Commission for Discipline Inspection and Supervision Bureau as an example to deal with the illegal land-use and construction petition letters and reports,and put forward corresponding countermeasures and suggestions for the administrative effectiveness supervision of illegal land-use and construction law enforcement departments.Domestic experts,scholars,officials and relevant law enforcement departments of two violations of this subject are analyzed and studied from different aspects,including the research on the administrative efficiency supervision of two violations of law enforcement departments mainly concentrated in three aspects: one is the characteristic of " two low " and the research for the second is to study the illegal land-use and construction law enforcement predicament,and the third is to establish a perfect research on the administrative efficiency supervision mechanism of illegal land-use and construction law enforcement.The research mainly adopts the methods of literature analysis and empirical research,focusing on the Huangpu region at this stage to take administrative efficiency supervision mode of practice and analysis of existing problems,to tease out the suitable pattern in different cases,summed up the positive effects and shortcomings,and analyzes the causes of the resistance and the mode of the reform,so as to to put forward policy suggestions to perfect the supervision mechanism.
