Research On Market Emission Reduction Mechanism Of International Civil Aircraft

Under the background of climate change negotiation,international aviation has become one of the focal points of the negotiation due to its high liquidity and fast future growth.The international community has been working to build a unified global emission reduction mechanism.The market mechanism is an effective way to solve the international aviation carbon emission,which is also highly praised.Based on the international aviation emissions market mechanism as the research object,the thorough analysis of the European Union is implementing aviation emissions trading rules and international civil aviation organization market mechanism,and the carbon market in China emissions rules the future direction of thinking.The first chapter is the preamble of this paper.The second chapter of this paper briefly analyzes the relationship between international civil aircraft emissions and global climate change,and introduces the basic governance framework of international civil aircraft emissions.The second chapter introduces the development and current situation of EU aviation carbon emission trading rules,and comments on them.Chapter four analyzes the existing international aviation emission reduction rules and defects in detail from the perspective of the development of international civil aviation organization and the content of the 39 th session of the international civil aviation organization.The background and content of the first international aviation carbon offset and emission reduction plan are highlighted.On the basis of the above chapters,chapter five analyses the development of the market mechanism in our country to respond to climate change present situation and problems,and puts forward the new rules of the China international civil aircraft path.This paper argues that,the establishment of carbon emission trading market is an important low-carbon development path to promote carbon emission reduction and effective control of greenhouse gas emission.Second,eu aviation emission reduction directive has played a positive role in promoting international aviation emission reduction.However,international aviation emission reduction is a global problem,and the eu as a regional national group tries to solve this global problem obviously lacks the foundation of law.Third,the international civil aviation organization since its establishment,with rich experience in legislation and practice,at the same time,with air transport security,economic,compared to suggest measures such as the rules of the international civil aviation organization in the lack of regulations on environmental protection.Fourthly,it is an important issue to be solved urgently to build the emission mechanism of international integration.In the future,whether China's carbon emission market can meet the international aviation emission market mechanism will face great challenges.Should admit that the international aviation emissions negotiations are deepening,the global framework for action to reduce emissions is also gradually improve,aircraft international aviation emissions is a global problem,as soon as possible perfect unified international aircraft emissions rules,is the inevitable choice of regulating international aviation emissions.
