The “Constitution of China(1954)" formulated by Mao Zedong leadership is the first socialist constitution in New China and it has played an important role in China's legal construction.The reason why the central leaders led by Mao Zedong formulated the “constitution of China(1954)”was mainly due to the following two reasons: The first is a profound understanding of the changes in the domestic situation during the early years of the founding of the People's Republic of China and references to Stalin's constitutional proposal in 1952.Second,it is a concise summary of the Chinese Communist Party's experience in constitution-making during the New Democracy period.During the brewing period of the “Constitution of China(1954)”,Mao Zedong held related conferences on the one hand and discussed the formulation of the constitution.He also gradually determined the guiding ideology for constitution development—the general line of transition.During the drafting of the " Constitution of China(1954)",Mao Zedong presided over related work.First,chair multiple meetings to discuss the draft constitution;second,study the constitutions of various countries in the world and accumulate rich theoretical knowledge for the drafting of the constitution;third,formulate a work plan for the drafting of the constitution;and fourth,Revised and approved the “preliminary draft specification of the draft constitution";Fifth,Review and Revise the "Report of the Draft Constitution of the People's Republic of China."From the adoption of the draft constitution(draft)to the passage of the official constitution,Mao Zedong personally made important amendments to the important provisions of the draft constitution: first,it was related to the revision of the preamble of the draft constitution;second,it was the draft of the constitution.The General Regulations made three changes.Third,the content of some important provisions of the draft constitution was revised accordingly.It mainly involved the National People's Congress,the "Chairman of the State," the "people's government," the "national autonomous area," "the basic of citizens." Specific provisions such as rights.Mao Zedong presiding over the formulation of the "Constitution of China(1954)" has important implications for China's legal construction under the new situation: First,to provide constitutional basis for the legal construction in the early days of new China.Second,it provides a blueprint for the formulation of the current constitution;Third,it enriches the theory and practice of building a legal system in socialist countries.
