Research On The Practice Of Grassroots Consultative Democracy In China

The CPC National Congress' s report clearly points out "Deliberative democracy is the important way to realize the leadership of the CPC and the unique form and unique advantage of our socialist democratic politics ","To discuss matters over together,to discuss all things by all,which is the essence of people's democracy".Deliberative democracy at the grass-roots level is an important part of socialist deliberative democracy.Deliberative democracy at the grass-roots level is what people discussing matters over together exerting the automy of public,arousing the master consciousness of public;At the same time,it is also promoting the democratization of grass-roots governance in China and promoting the development of national political democratization and national governance modernization.In our country,the earliest practical innovation of deliberative democracy at the grass-roots level is the democratic talkfest of Wenling county,in zhejiang province,in 1999.And in 2013,social negotiation dialogue of Pengzhou county in sichuan province is another.These two kinds of innovation model in different level of economic development respectively from the two places,wengling in possessing high level of economic development in the eastern coastal areas,pengzhou in the low level of economic development in the southwest.The comparative study of the two places has certain representativeness,which has some enlightening effects on the democratic development and social democratic political development in our country.On this basis,this paper selects the practice of deliberative democracy at the grass-roots level of wenling and pengzhou,froms the aspects such as background,practice,practice effect comparative analysis,sums up similarities and differences,and the challenge for the development of deliberative democracy at the grass-roots level at the two place.According to the similarities and differences,we can absorb the measures worthy of reference,and put forward corresponding countermeasures for the plight,so as to improve and promote the development of Chinese grass-roots consultative democracy.The article is divided into four chapters:The first chapter: introduction,mainly introduces the background significance of this thesis,research value,research ideas and methods,and comprehensively introduce the basic situation of this paper.The second chapter : analysis of relatedconcepts of deliberative democracy and deliberative democracy at the grass-roots level,summarized to comb the theory basis and practice development of Chinese deliberative democracy at the grass-roots level,This lays the theoretical foundation for the comparative analysis of the post text.The third chapter: a comparative study between wenling and pengzhou.Through the comparison of the background,development process and negotiation effect three links,negotiation effect of main body,object consultation,negotiation process,negotiation and comparing the four parts,the same,the difference and the challenge about the two places are analyzed.The fourth chapter: to improve the enlightenment of Chinese grass-roots consultative democracy development,through the comparative analysis of the actual cases in pengzhou and wenling,to provide a reference for the democratic development of China's grass-roots consultative democracy.In a word,the promotion of democracy development in China's grass-roots level is inseparable from the construction of relevant institutional mechanisms and the active participation of the general public,and the support and guidance of relevant leaders.To improve the development of Chinese deliberative democracy at the grass-roots level,which is beneficial to promote grass-roots social democracy management,promotes the development of the socialist deliberative democracy,is beneficial to the development of Chinese democratic politics,will be conducive to the national management system and management ability of modern development.
