Research On The Practice Of Deliberative Democracy In Urban Communities From The Perspective Of Supply And Deman

At the 19 th National Congress of the Communist Party of China(CPC),it is proposed to build a structure of national governance by the people and for the people to improve the system of community governance and make the social governance go down to grass-roots level.The Decisions at the 14 th Plenary Session of the 19 th Central Committee points out that we should “adhere to the unique advantages of socialist deliberative democracy ”.Deliberative democracy is the unique form of Chinese socialist democracy.In the new era,as social interests and social needs are becoming increasingly diversified,the principal contradiction in society has been transformed into the contradiction between the people's ever-growing needs for a better life and the unbalanced and inadequate development.The needs of the people are reflected not only in material and cultural aspects,but also in social participation.The community,where there are plenty of decisions and work involving the interests of the people,has become the place with various contradictions and problems.Since the urban community is where the Party is closest to the masses,the urban community deliberative democracy,as one of the important means of social governance,plays a crucial role in the Party ' s leadership at grassroots level and promoting the grass-roots autonomy.1 Therefore,the development of urban community deliberative democracy is an indispensable link of urgency and importance in the process of realizing the modernization of national governance system and governance capacity.Furthermore,it is of both practical and theoretical significance to explore and summarize the role and development experience of urban community deliberative democracy in grass-roots social governance.On the basis of expounding the connotation,significance and the theory of supply and demand of urban community deliberative democracy,this paper analyzes the supply and the demand of urban community deliberative democracy respectively,highlighting the urgency of urban community to carry out consultation.Taking H community of Binhai New District in Tianjin as an example,it summarizes the experience and results of the development of deliberative democracy from the perspective of supply and demand,reflecting on practical difficulties in the scope,ability and motivation of the deliberative body,the source,contents and channels of the deliberative issues,and the standardization,definiteness and practicality of the deliberative process,and the use,feedback and supervision of the deliberative results.It is concluded that the main reasons for the dilemma of urban community deliberative democracy consist in the imbalance between supply and demand of the system and mechanism,the uncoordinated supply and demand of citizen culture,and the insufficient supply and demand of capital and technology.Consequently,five improvements are proposed herein,including coordinating the overall top-level design and improving the efficiency of the deliberative system;increasing the supply of deliberative subjects and enhancing the effectiveness of community consultation;enriching the content of deliberative topics and paying attention to the practicality of community consultation;meeting the technical needs of consultation and promoting the standardization of community consultation;improving the deliberative system and filling the gap in the deliberative demand.
