Research On Standardized Management Of Working Processes In Grassroots Party And Government Offices

In this paper,based on Standardized Management of Working Processes in Grassroots Party and Government Offices as the research object,according to the theory of scientific management and process re-engineering management thinking,take the literature research,case analysis and inductive research as research methods,studying the functional characteristics and existing problems of grassroots party and government office,and describes the necessity,unfavorable factors and feasibility of implementing standardized working process management in grassroots party and government agencies.This paper studied the implementation of standardized management of working processes by the N District Administration Committee Office as a case study to discuss the problems that the grassroots party and government offices have encountered in the process of implementing standardized management of working processes,and to put forward the principles and general procedures for the implementation of standardized management of business processes at grassroots party and government offices.This paper starts with the functions and characteristics of the grassroots party and government office,and believes that grassroots party and government office offices are more integrated due to their lower levels and are more likely to fall into an unordered state of management.So,it is necessary and conditional to carry out standardized management of working processes.Secondly,this paper takes the case of N District Administration Committee to implement standardized management of working processes as an example.Through the analysis of this case,it discusses the possible omissions,deviations,and causes of the implementation of standardized management of working processes in the offices of grassroots party and government agencies.Thirdly,it summarizes the principles to be followed by the grassroots party and government office's implementation of standardized working process management,and believes that the grassroots office should follow the general steps of“ preparatory preparation — setting up the process — training personnel — operation and supervision—improvement ”to commence Standardized Management of Working Processes.In the implementation process,attention should be given to leadership,the principle of proportionality,training,legality,and introducing TQM(Total Quality Manage)in due course.At the end of the article,At the end of the paper,due to the large amount of work and repetitive actions in the work of the document processing,it is suitable for the offices of thegrassroots party and government agencies to start with this to commence standardized management of working process.To this end,this paper has developed a specific work specification and business flow chart for the work of the document processing as a reference sample for the standardized management of the working process of the grassroots party and government agencies.And also put forward some suggestions for the standardized management of other functions of the office.
