A Research On The “Interaction Relationship” Of Third-Party Evaluation Institutions From The Perspective Of Resource Dependence

This paper focuses on the "evaluation relationship" of third-party evaluation institutions,and studies it from the perspective of resource dependence theory in combination with the actual situation of the evaluation of social service projects purchased by N municipal government.The author through literature research,participant observation and in-depth interviews to collect data,using the resource dependence theory to the third party appraisal institution and evaluation related resources depend on the present situation analysis,trying to figure out the third party appraisal institution and evaluate what resources dependence,related party by a third party appraisal institution in resource dependent environment how to interact with the assessment of stakeholders.The study found that the third party appraisal institution and the government there is resource dependency,project implementation,and resource dependency relationship is unequal,making it easier for the third party appraisal institution in the process of evaluation by the client,project execution and so on the influence of subjective values,resulting in lack of evaluation main body independence,evaluation process of administrative interference,pay attention to such problems as instrumental rationality evaluation way.Under the background of unequal resource dependence,an unequal interactive relationship has been formed between the third-party evaluation agencies and relevant parties,that is,the government and the third-party evaluation agencies have an interactive relationship of domination and dependence,and the third-party evaluation agencies have an active and passive interactive relationship with the project implementer.This unequal interaction has a negative impact on the "independence" of the third-party evaluation and the "effectiveness" of the project evaluation results,which hinders the healthy development of the third-party evaluation institutions.
