Research On The Management Of Volunteers In The Emergency Rescue Of China

At present,natural disasters,social security events always happens,the "risk society" is more and more obvious.How to handle these emergencies is particularly critical.As is known to all,the government is in the dominant position in the management of emergencies,and at present our country is in the decisive stage of building a moderately prosperous society.In dealing with these complex emergencies,it is obvious that the government is too weak.Therefore,the management of emergencies requires the participation of voluntary forces.However,at present,the voluntary force in our country is not powerful,the government needs to guide and educate it.Because of the influence of external factors such as laws and regulations,management system,material expenses and volunteers' own factors,the government has also experienced problems in guiding and managing volunteers such as inadequate management,imperfect systems,incomplete material funds,obstacles to communication and communication and insufficient professional training.In order to solve these problems,the Government,volunteer organizations and various volunteer parties need to cooperate with each other.This paper is divided into seven parts: the first part is an introduction,the second part is a description of theory and conceptions;the third part analyzes the present situation and the reason of volunteer management in China;the four part selected the typical case of Tianjin explosion accidents;the five part introduces the experience of volunteer management;the six part puts forward some suggestions to improve the status and the last part is the conclusion of this paper.
