Analysis Of The Education Upgrades Of Province-and Ministry-level Political Elites And Its Influential Factors In China

In China,province-and ministry-level political elites are the top candidates for the future national leaders to lead the development of China,which is of great importance.Studying the education background of political elites helps to examine their educational assets,has reference significance for improving the political elite appointment and promotion system.The paper adopts the quantitative analysis to explore the characteristics and influential factors of the educational background of 1074 political elites through a variety of analysis methods such as Chi-square analysis,independent sample T test,correlation analysis,regression analysis,non-parametric test.The following conclusions are drawn from this research: the educational background of the province-and ministry-level political elites in China features that the first education level remains low and the resume appears to be not transparent enough,but their final education level is usually much better than the first one.Other characteristics include the unclear educational path,long duration,inversed educational levels,a huge leap in the educational level,many times of educational upgrades,clustered ages for educational upgrades,clustered time for educational upgrades,preference for prestigious schools and preference for economic and management majors.Besides,most of qualifications received are postgraduate qualifications and Party school qualifications.Through relevant analysis,it is found that the factors influencing the education upgrades of political elites include political status,education level at the first recruitment,the first education level,position's level and promotion speed.After analyzing the education upgrades of political elites and the influential factors,this paper believes that there are the following problems in the education upgrades of political elites: improper operations of the education upgrades of political elites,complexity and diversity of education upgrades.Moreover,big leap in the political elites' in-service education level becomes an inevitable trend.Policy is the motive factor for education upgrades of political elites,and the party school education is the main way to upgrade their education.Based on these problems,the paper proposes the following suggestions: standardizing the resume of political elites;standardizing education upgrades of political elites;improving official promotion system;developing reasonable study plan customized for political elites and improving the in-service learning designed for them.
