The aging of population is a global problem facing almost all countries in the world.The deficient old-age care system and fast-growing number of aged people have brought great financial burden as well as development opportunity of pension service industry in developing countries.Recently,the Chinese government has attached great importance to the development of pension service industry.However,the accelerated population aging ahead of economic growth and huge urban-rural gap impeded the industrialization of pension service.Therefore,this study takes Kaiping as a typical example to explore suitable financial countermeasures promoting the development of pension service industry.With the development of society the social aged care becomes more important than domestic service.Summarizing the previous studies and experiences in developed countries reveals a notable phenomenon about aged care varying from government-led,centralized and programming service to multi-component home-based and industrialized pension service.Furthermore,the financial policy plays an important role in the industrialization of pension service.Despite the severe situation of population ageing especially in the rural areas,the pension service industry in Kaiping has not been well developed partly results from the financial shortage.For these problems,this study put forward several financial countermeasures to broaden the source of funds and promote multi-component pension service.The Kaiping government should optimize the financial expenditure,reform the pattern of financial investment and attach more attention to the quality assessment and professional training in pension service industry.All these financial countermeasures will attribute to the improvement of aged care service system and eventually meet the more and more diverse demands from aged people.
