Research On Urban Community Grid Service Management Model Based On Big Data

The report delivered by General Secretary Xi Jinping at the 19 thNational Congress of the Communist Party of China expounds on the issue of social government.The report points out the necessary of building a social governance featuring “joint construction,joint governance and sharing of governance achievements”.At present,China is heading towards a city-oriented new era.The social governance methods in the past cannot meet requirements of the new situations.Emergence of a series of problems,including high human and operation cost,fragmentation of basic social information,and slow government's response have posed new challenges to innovation of social governance.With deepening of information technology applications to the field of urban management,the networked service management model has come into being,providing a brand-new paradigm for urban social governance.As the networked service management model moves ahead,it still has a lot to be desired.First,the networked service management system is still immature,lacking a set of universal references.Second,there are obstacles impeding information sharing,and the operation mechanism calls for further improvement.Third,participation of citizens and social organizations is inadequate,and the mass basis of urban social governance is week.In response to the above defects of the networked service management model,intelligentization of social governance has been put ahead.By intelligentization of social governance,it means use of information technologies,including big data,cloud computing and Internet of things,to spread social governance to different social groups,improve efficiency of public management and promote solution of the above defects facing networked service management.So far,the “Ten-thousand-meter Basic Management Grid” Model in Dongcheng District,Beijing,Qixia District Xianlin Subdistrict Model in Nanjing,and Pingshan Model in Nanjing have all achieved favorable effects.The experience of the above demonstration cities can provide important implications for the grid service management development of Huicheng District.Since launch of the grid service management with Xinjinkou as a demonstration site in 2014,the Huicheng District Government has made great strikes in promoting grid service management.Information technologies represented by big data have been employed to create comprehensive service information platforms,which has improved the efficiency and segmentation of social governance.However,there are still some problems existing in Dongcheng District's grid service management.Concerning these problems,countermeasures in the following four aspects can be adopted to upgrade Dongcheng District's current grid service management.First,get rid of barriers of department data to turn data sharing into a service.Second,introduce more informationalization means to increase the collection efficiency.Third,optimize the monitoring system to increase security.Fourth,conduct modelling and analysis to dig potential service functions.
