The Role And Function Of The Third-party Evaluation In The Process Of Happy Community Construction In Guangzhou City

Since the Ministry of C ivil Affairs put forward the concept of community construction in 1991,community construction is playing a more and more significant role in policy and practice,while the evaluation of community construction has not been taken seriously,which led to the fact that the performance of community construction did not mostly achieved its goal.Guangzhou city proposed a policy named Happy Community Construction in 2012.According to the policy,government provided about 300,000 yuan as construction fund for the elected community to performance happy community construction.By the end of 2015,50% of the Guangzhou had been assessed as happy communities,which means the performance of Happy Community Construction was somehow successfully.The policy,Happy community construction is a method of community construction starting from demand of community and based on project.Meanwhile,third department applied a third department to give dynamic evaluation and supervision to the whole process of community construction by the way of project bidding.This paper will take the Happy Community Construction project as an example,viewing from the perspective of project governance,and will use the researching methods of the sociology to explore the action logic and action strategy of the main participants in Guangzhou Happy Community Construction project.Most importantly,we will focus on the evaluation system,action,role,function and shortage of the third department.The research will base in the framework of the project according to the timeline of project.According to our research,the Bureau of C ivil Affairs of Guangzhou,the sponsor of the happy community co nstruction project,whose performance is following the logic of efficiency and interest,played the role of project planner,resource allocator and coordinator in the project.its actions followed the logic of.The districts of civil affair and sub-districts,as the project organizer,played a role to re-allocator resource and transfer information,which followed the logic of the task completing and the project developing.As for the performer,the community committees? strategy and practice in community construction differed due to their different cognition of the project and personal working altitude.To sum up,their strategy and practice can be divided into 3 type : aggressive,perfunctory,and resisted.The third assess department,as an important part icipant in the happy community construction project,implemented the strategy,including adopts matchmaking,pre-evaluation,process supervision and final evaluation during the community construction process,which achieved the goal to promote by evaluatio n.In the project,the third assess department played the role of assessor,supervisor,co-performer and public will collector.In terms of demand evaluation,the third part evaluation helped the project plan more reasonable.In terms of process evaluation,it was good for the dynamic supervision of project.In terms of output evaluation,it benefit the scientific judgment of outcome.In the meanwhile,the ones who had been assessed thought that the third part evaluation played a positive role in project writing guiding and community construction promoting.In the happy community construction project,both the third party social organization and the evaluation of the direct participation of experts,but also the indirect participation of community residents,to a certain extent,promote the community construction.However,third-party assessment is also has shortages.First of all,Third-party assessment organizations face resource dilemmas and institutional dilemmas,which affect the independence of the assessment.Second,the expert participation mechanism is not good enough,which affects the scientific nature of the assessment.Third,residents participate is lack of representation.wherefore,both governments,third-party assessment organizations and residents need to work hard.
