Since the 80 s since large-scale poverty alleviation work in China,the practice is dominated by the government,the society widely participate in top-down poverty reduction mode,make the poverty alleviation in C hina has made remarkable achievements.But,in the transformation period of poverty reduction policy,C hina's poverty alleviation work also ushered in a new challenge: the poor most distribution at the edge of the old,less,and poor areas,these areas the population of anti-risk ability is weak,because of illness,C hinese and a lot of C hinese as a result,and the government department in poverty alleviation and appeared in the process of participate in social public service or product difficult to cover the whole society,such problems as shortage of funds,limited funding channels for poverty alleviation,the above factors restrict the socia l poverty alleviation work in advance and development of C hina's social transformation.With the continuous development of economic and social progress,our country's traditional reliance on the government department and the market dual operation of povert y alleviation mode also slowly sinking into the predicament of “failure” for poverty alleviation.In order to reverse the "poverty alleviation and failure,to achieve the integration of resources allocation of poverty alleviation and development in t he country,the
