Research On Gaoming's Super-ministry Reform

The reform and opening-up have activated a new stage of the development of Chinese economy and society,and have created a new situation in Chinese administrative system reform.Up to now,Chinese central government has implemented 6 important administrative system refo rms,and has gained obvious achievement in the system innovation and practice exploration.In the Third Plenary Session of the 18 th CPC Central Committee,it has put forward new requirements to integrate the reform of Party group organization,to harmonize duty relations between departments,and to proactively and gradually implement the super-ministry.Super-ministry has become an important direction of Chinese administrative system reform,which facilitates to enhance the administrative effic iency,optimize the operational environment and increase the development vitality.From central to local,the government has achieved certain effects from the imp lementation of a series of proactive explorations in the reform.However,due to the difference of the actual situations and development stages among different places,the reform attempt will not accomplish in an action,but will face many challenges.Therefore,it will have a significant meaning for Chinese local government's further reform attempt and continuous improvement in the public service to conclude the reform experience in various regions,to strengthen the research in the regional case study,to promote the interaction between theory and practice,and to enrich the theory accumulation of the super-ministry reform of the local government.This thes is started from the theory of institutional change,used the method of case study,studied how and why there's unexpected situation during the super-ministry reform of the local government,and tried to give insight into the complicated process of the institutional change through the case study.The thesis used the methods of document analys is and interview,studied relevant theory of institutional change,reviewed the reform practice,analyzed the motivation of the super ministry reform in Gao Ming district,summarized the main content of the reform,followed up the reform evo lution,dissected the difficulties in the three respects of institution,roles and mechanisms existed in the reform,described the issue of selecting the right reform way of institutional change under the restriction of current systems.Benefit,cost and psychology are the core factors that influence the institutional change of the super-ministry reform.Finally,the thesis based on the cause analys is,and put forward the solution and suggestion which will be of some reference to promote the super-ministry reform in Gao Ming district.The thesis has 7 sections.Section one is to raise the problem,to describe the purpose and meaning of the study,and to confirm the idea and method of the study with relevant document research.Section two is to describe theory relative with super-ministry reform in local government,and to put forward the way of institutional change and the study frame of the thes is.Section 3 is to sort out the motivation,content,evolution and effect of the super-ministry reform in Gao Ming district.Section 4 is to list the problems existing in the super-ministry reform in Gao Ming.Section 5 is to further analysis the cause of the problems connected with relevant theory.Section 6 is to propose the solution and suggestion to promote the super-ministry reform of Gao Ming district.The last section is to draw the conclusion and to raise the expectation.
