The Research On The Government Responsibility Of Community Wisdom Service For Home Care Of Elderly

With the rapid development of China’s society,the problem of population aging has gradually emerged,and has produced many influences on the society.In this regard,a large number of domestic scholars have done a lot of research.Most of them think how to solve the problem of aging population,in the final analysis,how to solve the problem of pension.At present,the research on the old-age problem is mainly concentrated in two aspects: one is the problem of the old-age mode,and the two is the problem of pension policy.Through the review of the literature found that although many of the two aspects,but the two together are studied less,so this paper chooses the new community wisdom pension model as a starting point,the government in the wisdom of pension services combined with the policy of carrying out the responsibility problem.The implementation of government responsibility is an important factor for the smooth development of the community home wisdom pension service.Therefore,this study is of great significance for improving the service system,accelerating the development of the old-age service in China and promoting the construction of the intelligent pension community in an all-round way.In addition to the summary and conclusion,the subject content is composed of five chapters.The first chapter introduces the background and significance of research on government responsibility in the community home endowment in wisdom,describes the current domestic and foreign research on home care,community home care,wisdom pension and government responsibility in the community home care performance in reason,content and status,introduces the main research context of the article and research methods.The second chapter defines the concept of community home wisdom and government responsibility,and introduces the theoretical basis of the study.Community home care model is currently the most widely applicability,endowment patterns of the most popular,but the community home endowment wisdom is in the traditional mode of community endowment foundation,through the use of information technology,the Internet,cloud data and other advanced electronic information technology to build a platform through the entire service system,so as to the elderly the pension services to form a comprehensive,three-dimensional coverage,and in the platform as the foundation,built a variety of smart pension services,to bring more quality experience for the aged life.And the government plays a leading role in this process,and the implementation of its responsibility directly affects the development of the wisdom of the aged.The third chapter expounds the content and present situation of the government responsibility in the service of the community home wisdom for the aged.Community home care service in the wisdom of governmental responsibility includes fiscal responsibility,administrative responsibility,administrative responsibility and service responsibility,at present,the government assumed responsibility for community home endowment service has wisdom attention,continue to strengthen fiscal expenditure policies and regulations,perfect,scientific management,service oriented increasingly strengthen constantly.The fourth chapter analyzes the predicament and the cause of the realization of the government responsibility in the Community home Wisdom Endowment service in our country.There are still some difficult problems in our country’s intelligent endowment,such as the serious shortage of financial investment,the lack of independence of the responsibility of the endowment institutions,the nonstandard design of the residential intelligent old-age service platform and the shortage of intelligent Endowment service.The reason is due to the lack of financial responsibility,the ambiguity of administrative responsibility,the deviation of management responsibility and the sense of service responsibility.The fifth chapter studies the path choice of the future government’s responsibility in the community home-aged service.First,optimize the allocation of financial resources,increase the government’s financial supply,secondly,change the government’s administrative ideas,and promote the management of diversified wisdom.Thirdly,innovate the government management way,build the intelligence platform to promote he information sharing.Finally,enhance the government service consciousness,the wisdom dissolves the endowment service supply and demand question.
