Research On Government Responsibility In Urban Community Endowment The PPP Mode

With the aging of the population and the increasing demand for elderly care services,the supply of elderly care services in China lags far behind the demand of the elderly.Due to urbanization,specialization of labor division,improvement of economic conditions and improvement of the income level of the elderly,the demand for pension services tends to be refined,specialized and personalized,which makes the traditional institutional pension,community pension and family pension unable to meet the high demand of the elderly for pension services.The introduction of PPP mode in urban community pension service can make full use of the advantages of PPP mode in raising funds,improving the professional level of service and expanding the scope of pension service on the basis of the geographical,cost,cultural and policy advantages of community pension.In China,the use of PPP model to develop urban community pension services and increase the supply of pension services are not only the needs of the development of pension services themselves,but also the responsibility of the government to provide public pension services.In order to make better use of the PPP model to develop urban community pension services and promote the development of public pension,it is necessary to study the government's responsibility in the PPP model.Firstly,this paper reviews the domestic and foreign researches on old-age service and government responsibility in PPP model,and summarizes the core concepts of community old-age service and PPP model and the theory of public choice.This paper summarizes the advantages and significance of the development of the PPP model of urban community old-age care in the beginning by sorting out the evolution of the model of urban community old-age care and the development of the PPP model of urban community old-age care.On this basis,this paper analyzes and positions the government responsibility in the PPP model of old-age care in urban communities from the perspectives of policy makers,project initiators,model participants,risk shavers and project supervisors in the whole process of the PPP project operation.By using the process analysis,the author analyzes the existing problems of the government in the PPP model of urban community pension.As the government policy makers,such as lack of laws and regulations and poor policy stability qualitative problems,the government as a model the originators of the risk control is not enough,lack of access mechanism,the government as participants the mode management mode,the performance mechanism is missing,the government as a regulator of regulatory responsibility is not clear,regulations,and such problems as lack of talent.In view of the problems shown by the government in the PPP model of urban community pension,this paper analyzes the causes of the problems in the implementation of government responsibility in the PPP model of urban community pension from the perspectives of the transformation of government functions,the construction of government credit responsibility,project risk management and professional talents,and project supervision and management.Finally,based on the analysis of the problems and causes of the government responsibility in the PPP model of urban community pension,in order to effectively promote the fulfillment of the government responsibility in the PPP model of urban community pension in China and realize the further development of public pension service,this paper proposes to optimize the government responsibility from the whole process of the PPP project.To improve the laws and regulations,improve the level of planning,strengthen the training of professional personnel;The risk sharing mechanism should be constructed and the bidding system should be improved.We should strengthen the credit consciousness and establish the punishment mechanism for breaking credit.We will improve laws and regulations on PPP supervision and establish professional PPP supervision institutions.Through these studies and countermeasures,we hope to accelerate the application process of PPP model in urban community pension in China,accelerate the role positioning and function transformation of the government in urban community pension PPP model,implement government responsibilities,improve the level of urban community pension service,and realize the improvement of public pension service.
