How Do Community Elites Promote The Governance Of Urban Residential District

Since the reform and opening up,China's socialist market economic system has gradually improved,and the reform of the urban community management system has been further deepened,the traditional forms of community organization in the unit system gradually disintegrated,and social individuals began to change from unit people to social people and community people,the model of urban community governance has gradually shifted from the traditional "unit system" to "community system".Especially since the 1990 s,the privatization of housing property rights has become a general trend and urban residential quarters began to develop rapidly.With the traditional system of residents under the unit system can only rely on the state to allocate social resources to solve the different needs of life,community residents are more dependent on the market and community to solve the problem of living needs,the community has become the main body of the area of living.As the most basic unit of living units,the community shoulders the heavy responsibility of grassroots democratic autonomy.In addition to the effective management of streets and communities,community autonomy organizations and professional services need to be relied on,and community elites are timely arise at the historic moment.Community elites refer to those who have more advantageous resources than ordinary residents(such as political,economic,social and cultural resources),have prestige and reputation in the community,and have outstanding ability to play a leading role in community governance.Community elites,as an important group of community governance in our country,play a decisive role in participating in community governance.Community elites participate in community governance.They not only implement the spirit of self-management,self-service,self-education and self-supervision of community residents,but also it will help maintain the interests of community residents and maintain the stability of the community,thus promoting the harmonious and stable development of the community as a whole.This article takes the theory of western elitism and the theory of community governance studied by domestic scholars as the theoretical basis,combined with the specific situation ofthe Chinese community.The community elites of Nantianyi Garden are the object of study.In-depth understanding of the elites participation in the governance of the Nantianyi Garden,trying to answer "How do elites promote the governance of the community","the significance of elites participation in community governance",and "What role do community elites play in promoting the practice of community governance and how to play a better role" and other issues.The research process is based on case study method,literature data method and process-event analysis method.The article attempts to discuss from a microscopic perspective how community elites can promote the governance of urban residential communities.The author visited the Nantianyi Garden through the field and conducted interviews with the elite representatives of the community to analyze the elite groups and the participation status of Nantianyi Garden.On the one hand,community elites have promoted the governance practices of communities by maintaining a healthy interactive relationship with the government,making better use of media resources,rationalizing rights protection according to law,and establishing social networks,emphasizing that elite groups have built a bridge between the government and residents,compensated for economic resources in the community,and the important role of building the internal network of the community,and reveals the importance of community elites participating in community governance.On the other hand,it analyzes the lack of relevant laws and regulations and the lack of corresponding supervision and guidance for the community elites to participate in the community governance practice,and put forward suggestions on how to better protect the community elites from participating in the community governance.That is,through the improvement of incentive mechanisms,the establishment of a sound participation mechanism,the granting of independent status to community elites,and the development of training exchanges,guaranteeing the full use of elites initiative and autonomy.Finally,it will provide more experience for the governance of other urban residential district.
