Research On The Effect Of Social Organization Incubation From The Perspective Of Organizational Ecology

In recent years,the Chinese government has continuously increased its efforts to cultivate social organizations,promote the construction of public welfare incubators,and introduced various policies to promote the development of social organizations.This kind of government-led,top-down model of social organization cultivation,although it can provide resources for the growth of new social organizations to a certain extent,there are many documents pointing out that there are many disadvantages in the Non-Profit Incubator,and whether the social organization incubation can achieve good results.Effectiveness needs careful research.Based on the theory of organizational ecology,this paper takes the S-district social organization support platform as a case to study whether the government-led social organization incubation and cultivation mechanism can really work out(achieve its goal).First of all,the author builds an ecological system for the newly born social organizations,combining the achievements of organizational ecology theory and the actual development of social organizations,including eight elements: community networks,seed funding,capacity building platforms,talent docking platforms,and cross-border exchange platforms,office space,competitors/alternatives,beneficiaries/customers.The author believes that the effectiveness of social organization incubating depends to a large extent on whether the external ecology can provide a good "soil" conducive to its growth.The hatching effect here refers to whether or not a social organization can transform from a weak newly born organization to a growing organization Capable to operate independently and has a sustainable development after a certain period of incubation.Specifically,the hatching effect can be measured by the seven dimensions of the growth of the core team of the social organization,project development,community influence,income increment,operational ability,whether the goal is achieved,and whether an independent office space is obtained after hatching.Through in-depth interviews with nine social organizations that have settled in the S-district social organization support platform and have been involved in shelling or have participated in shelling assessments,as well as relevant primary and secondary information,the author finds that the overall hatching effect of social organizations is not satisfactory.First of all,the success rate Of shelling is 30%(6/20),and the delayed shelling is serious.More than 50% of the social organizations have no choice but to continue to hatch because they cannot achieve hatching conditions.More importantly,most of the social organizations that have already hatched or need to continue hatching have indicated that they don't reach its goal or have a far distance from that.(5/9).Most organizations' operating capabilities have not been significantly improved.There has been no significant increase in the number of core team members,the number of projects carried out,and revenue,and no independent office space has been acquired after the incubation period has expired.Even if they were listed as AAA-level demonstrative organizations when hatched,their growth during the incubation period was not obvious,and faced development difficulties after hatching.Therefore,the S-district social organization support platform did not achieve the expected incubating effect.The author believes that the low efficiency of social organization incubation in S district cannot be simply attributed to the government's administrative intervention or the deficient function of the incubator,but lies in the imbalance of the entire social organization ecosystem(especially at the community level)in the S district,including the occlusion of community channel,lack of seed funding,scarcity of talents,and l Tremendous liquidity and increasing competition of the philanthropic market,and narrow beneficiary groups.The research results of this paper have certain inspiration significance for recognizing the role and limitations of the public incubator and improving the supporting policies of the social organization.However,there are also certain deficiencies in the theory of organizational ecology.For example,it is impossible to analyze the factors affecting the hatching effect from the internal factors such as the motivation of the entrepreneur and the educational background.And it gives direction for further research in the future.
