Research On Third-party Participation In Risk Assessment Of Social Stability For Major Events

With the deepening of socialist modernization construction of China,social conflicts have also become increasingly fierce.The Risk Assessment of Social Stability for Major Events,as an attempt to eliminate the social conflict,came into being.However,as a new-born system with Chinese characteristics,the Risk Assessment of Social Stability for Major Events faces bad assess results of Wenping and low participation in scientificity and democracy,which is caused by the government's autism,untimely and one-sided information collection.Therefore,introducing a third party of evaluation in the operation of this system is an inevitable trend of its development and a symbol of maturality.However,there are only a few systemic studies on the performance of the third party,especially a specific third party,in the risk evaluation of severe event concerned with social stability at present.Based on the previous researches,this paper analyzed every details in the concrete performance of Zhongkuang Wenping Social Stability Risk Research Center in Xuzhou city with which serves as the third party of evaluation.Firstly,on the basis of the connotation and denotation defining of the third party in the risk evaluation of severe event concerned with social stability,referring to the theory of citizen participation and on the basis of government purchasing public service theory from the social organization,this paper constructed an analyzing framework with the third party participation in risk evaluation of severe event concerned with social stability.Secondly,by analyzing the organization framework and the past cases of Zhongkuang Wenping,this paper investigated the cooperation patterns between the institute and the government in every phase of the stability assessment implementation and explored the depth and width in every phase during the cooperation.Then the democracy and efficiency of the assessment are analyzed in the way of case analyzing and questionnaire collecting.Finally,by concluding the former analysis,the further solutions and suggestions to improve the third party participation in the risk evaluation of severe event concerned with social stability are presented.
