Civil servant performance appraisal is the key to the civil service management.Optimization of civil servant performance appraisal system, to shape integrity, selfless government, improve the overall quality of the contingent of civil servants and level,enhance its ability to fulfill their duties, and enhance the public satisfaction, have obvious effect.In our country, of human management of civil servant performance appraisal has always been a difficult problem. Research experience at home and abroad for reference, this paper, starting from the reality of our country, based on the related theories of performance appraisal, to study the civil servant performance appraisal system in xinjiang, and formulate corresponding to the optimization of the performance appraisal scheme. In this paper a total of six parts. The first part is the introduction, to explain the research framework and background; The second part is related to performance appraisal definition, and expounds the related theory basis;The third part analyzes the present situation of civil servant performance appraisal in xinjiang; The fourth part analyzes the main problems of xinjiang civil service performance appraisal system and the reasons; The fifth part summarizes the experience of practice of civil servant’s performance assessment system at home and abroad; The sixth part puts forward the optimization route choice of civil servant’s performance assessment system in xinjiang.Paper USES literature research, comparative research, investigation research method and theory combining with the actual methods, by analyzing the shortage of the civil servant performance appraisal system in xinjiang, emphasis on optimizing the current appraisal system, improve the level of overall assessment in xinjiang. Civil servant performance appraisal practice at home and abroad in recent years, for example, analysis of the practice and effect, in order to optimize the xinjiang civil servant performance appraisal system path selection is put forward. Through research concluded that the optimization of civil servant performance appraisal, the basic requirement is to improve the overall performance in xinjiang is also a necessary guarantee. This article innovation place: on the basis of performance evaluation at home and abroad for reference, with the actual development status of xinjiang province six as the research object, and fully combine the requirements of the latest policy in xinjiang, trying to explore with xinjiang characteristics of civil servant performance appraisal system optimization path selection.
