Research On The Community Security Management Of Renshou Dadao From The Perspective Of Multi-subject Participation

Community security management refers to the social security management within a certain area,which includes the management of population,community security order,traffic,fire fighting and dangerous goods.But long single subject of community policing management problems more patterns,community policing management pressure,gathered at the police department and the social power is excluded from the community public security management,through the study of multivariate main body participation in community policing management,can not only from a certain degree of rich theoretical system of community public security management research,and to solve the single of the competent administrative department of the community policing management mode from the inadequate,such problems as contact residents,multiple subject is helpful to establish and improve the linkage of community policing management mode,improve the quality and efficiency of community public security management.From the perspective of multi-subject participation,this paper analyzes the existing problems and causes in the current public security management of renshou county avenue community,establishes the path of multi-subject participation in public security management,and provides certain experience and reference for the realization of community security stability.Taking renshou avenue community as the research object,from the Angle of multiple main body participation,using literature reading method,standard method,ground survey and other research methods,the government function theory and new public management theory and collaborative governance theory to renshou avenue community participate in community policing management responsibilities for different subjects in the plural the responsibilities and obligations in different subjects are separated and the main body in the role of community policing management;Based on the actual investigation,this paper summarizes and analyzes the current measures of multi-subject participation in community security management in dadao community.This paper analyzes the problems existing in the multi-subject participation in community governance and the causes of these problems.Based on the analysis of the current situation,existing problems and causes of the multi-subject participation in the community security management of the avenue community,this paper puts forward some Suggestions with practical and practical significance.Main conclusions of this study:1.Each role in community governance should define its own role positioning,so as to define the rights and obligations of each subject.Only after participating in the community security management can it better assume the management responsibility.The government should pay attention to the guidance and supervision of multi-subject participation.Police departments should clarify their management and service responsibilities;Community residents should actively participate in the realization of residents autonomy;Social organizations should actively do a good job in the connection and communication between the main body;Social enterprises should shoulder their due social responsibilities from the perspective of stakeholders.2.Multiple subject from avenue community to participate in community policing management mechanism will be explored,and set up multiple subject network information exchange platform,strengthen social organizations to participate in community public security management system,and actively consolidate multiple subject participation in community policing management foundation,but in general multivariate main body participation in community policing management has not yet reached the ideal state.Renshou avenue community policing management problems including: also the low degree of residents to participate in,the main responsibility divided not clear,the main body participation in community policing management difficulties and problems,such as public security management performance is not outstanding,plural and the causes of these problems include community responsibility consciousness is not strong,multiple subject to participate in community public security management system is imperfect,lack of cooperation concept and plural multivariate main body participation form a complete set of safeguard mechanism is not sound and other reasons.3.Countermeasures :(1)promote the community security culture construction,strengthen the community legal security concept and other measures to enhance the participation of social forces;(2)strengthen the responsibility of community security management subject by changing the public security management mode of single-subject community and leading social forces to participate;(3)improve the participation system of multiple subjects by constructing the working mechanism of multiple subjects and the communication and cooperation mechanism of multiple subjects;(4)strengthen the means of rewards and punishments for multiple subjects to participate in the community security management and supervise the community security management behavior to improve the effectiveness of multiple subjects to participate in the community security management.
