Research On The Negotiation Problem In Community Governance

The development of the country since the 18 th National Congress of the People's Republic of China put forward new requirements on the scope and form of deliberative democracy.The actual needs of local governance also pose challenges to the effectiveness of deliberative democracy.Different regions combined with their own development and governance needs have introduced a variety of grassroots consultations in various forms.Among them,due to the development and innovation in recent years,residents' councils have become a representative grass-roots level negotiation governance model.As a constituent unit of the ‘grass-roots community,residents' meetings are directly related to the development of grassroots consultative democracy.Studying the operation of residents' councils helps us to understand how the grassroots community in the city conducts negotiation and governance,and then considers how to further promote the development of deliberative democracy.This article adopts a case study method and conducts a period of more than two months of on-the-spot investigations in the residents' council of the Y District of G City,starting with the formation background and organizational structure of the residents' council of the Y District of G City,and adopting a more representative representation of Y District.The Chinese Community Residents Conference held observations and interviews,and found that the consultations in the residents' councils have the characteristics of diversity of participants,the publicity of consultation and communication,and the comprehensiveness of the content of consultations,and are used to cultivate community residents' public reason and promote community self-government construction.Some achievements have been achieved.However,issues such as formalization in the process of implementation,lack of representation of the negotiating subject,and insufficientparticipation of social organizations have also been exposed.Through the analysis and study of the typical cases in the residents' council in the Y district of G city,it is believed that perfecting and advancing consultations in the residents' councils will help strengthen the party's leadership,facilitate the institutionalization of grassroots democracy,and help constrain the grassroots government.
