| With the rapid development and progress of urbanization in our country,the construction of urban community is changing rapidly.The continuous acceleration of the construction of commercial housing,the frequent mobilization of large-scale personnel,the increasing demand of new residents and the further enhancement of citizen's democratic awareness bring a lot of difficulties and challenges to urban community governance,but they are also opportunities too.As General Secretary Xi Jinping said,the major contradiction in our society has changed,the people's longing for a better life is the goal of our constant effort and struggle.Since 2015,the Central Committee of the Communist Party of China,the State Council,Jiangsu Province and Suzhou Municipal government have promulgated a series of opinions and spirits on urban-rural community consultation respectively,pointing out the development direction for community governance.Based on the study of "Community Construc tion Council" in Suzhou Industrial Park Hudong Community Working Committee,this paper expounds the concepts and theoretical basis of "Community Construction Council",community consultation and consultative governance.Secondly,it introduces in detail the conception and implementation steps of "Community Construction Council" established by Suzhou Industrial Park Hudong Community Working Committee.Thirdly,specific analysis of "Community Construction Council" institutional innovation.Fourthly,summarize the operation effects of "Community Construction Council" of Suzhou Industrial Park Hudong Community Working Committee,make some comparisons,point out the existing problems and carry out the reason analysis.Finally,proposed some further optimization strategies.Taking the community consultation as an entry point,this paper shows the connections and appeals among multiple subjects in the community and further explores the new pattern of urban community consultation and governance. |
