Evaluation Index System Of Urban Disaster P Revention Park Resilience

The urban disaster prevention park is an important part of the comprehensive disaster prevention and mitigation system.It plays an important role in the whole process of pre disaster prevention,disaster relief,and recovery.Different from the passive ab ility to resist disaster,the resilience of the disaster prevention park emphasizes “resilience”.In another word,a urban disaster prevention park of the high level resilient can not only proactively prevent the occurrence of crisis events,but also have a strong self-repair ability in the process of resisting disasters,absorb ing negative shock,recovering from the state of disaster as soon as possible and ensure the safety of the people's life and property to a large extent.However,our country has not yet issued a scientific and systematic evaluation system for the resilience of urban disaster prevention park,which is suitable for national conditions.Therefore,the purpose of this paper is to build a scientific and reasonable assessment system for the resilience of urban disaster prevention parks in C hina,and to find out the shortcomings in the construction of disaster prevention parks in C hina and put forward some pertinent suggestions.First,on the basis of combing the domestic and foreign literat ure,this paper makes clear the connotation of the resilience of the urban disaster prevention park,and chooses the framework of the research that is suitable for the resilience of the urban disaster prevention park in China-the RATA framework and the research model-DROP model.Secondly,according to the research framework and research model,combining with the actual situation of China,we extract the resilience evaluation system of urban disaster prevention park including ecological,social,economic,institutional,infrastructure and adaptability of 6 first level indicators and 19 second level indicators.Thirdly,the analytic hierarchy process(AHP)is used to determine the weight of the evaluation index system.O n the basis of its reliability and validity,it is applied to the assessment of the resilience of Dalian Mingzhu Park and Labor Park,and the scientificity and feasibility of the evaluation system are verified,then the evaluation results are compared and analyzed.Finally,through the assessment results,we find the existing problems of the Dalian disaster prevention parks in the actual construction;then sum up the innovative measures in the construction of the urban disaster prevention parks in Dalian and put forward suggestions of perfecting the fund management system,strengthening special disaster prevention planning and improve the consciousness of crisis and carry out the resilience concept in depth for further construction of disaster prevention parks in Dalian.
