Natural disasters occur frequently in China.Extreme meteorological events,destructive earthquakes and secondary derivative disasters show an increasing trend,causing serious losses to people's lives,property and social economy.It is impossible for human beings to build a disaster-free city.The traditional "rigid defense" mode is not enough to meet the needs of disaster prevention and mitigation.It needs to be transformed into a "resilient disaster reduction" mode to promote the sustainable development of cities.Therefore,starting from the mechanism of resilience,taking the city as the research object,this paper studies the urban disaster resilience,and provides a reference for the city to implement disaster prevention and mitigation more pertinently.Based on the theory of disaster system and resilience,this paper studies the urban disaster resilience from three aspects: single disaster,disaster chain and comprehensive natural disasters,taking the city as the core of complex social-ecological system.Firstly,the theoretical methods needed by this study(such as disaster system theory,disaster risk assessment theory,resilience theory,disaster resilience assessment theory)are introduced in detail.The concepts of disaster-bearing body,disaster-causing factors,disasterpregnant environment,disaster loss,system function curve and sponge city are put forward,and the research foundation of this paper is constructed.Secondly,based on the above theoretical basis,starting from the mechanism of resilience,this paper defines the connotation of urban disaster resilience,and proposes a conceptual framework of urban disaster resilience,which includes three dimensions: urban function,disaster intensity and response time,and analyses each dimension.Then,taking preventive resilience,absorptive resilience and enhancing resilience as the criterion layer,the assessment framework of urban disaster resilience is constructed,and the evaluation contents of single disaster,disaster chain and comprehensive natural disasters are distinguished.The corresponding evaluation indexes are selected,and the weights of indexes are determined by combining Delphi method,improved analytic hierarchy process and entropy weight method,and the urban disaster resilience oriented to three levels is put forward.Assessment model,in which single disaster and disaster chain take earthquake and typhoonrainstorm-flood disaster as examples.Finally,this paper selects 30 provincial capitals in China,collects relevant data and evaluates the resilience of earthquake disasters,typhoon-storm-flood disasters and comprehensive natural disasters respectively.The corresponding resilience values are obtained,and the evaluation results are ranked and analyzed,and compared with the existing research conclusions,in order to verify the validity of the model,so as to identify the inadequacies of disaster resilience for disaster prevention and mitigation in cities.
