Research On The Intellectual Property Regime Of Military-civilian Integration:Based On The Perspective Of The Policy Text

Military-civilian integration has been set as a national strategy in the Twelfth Five-Year Plan due to its great efforts to combine national defense and economic construction.On top of that,the development direction of military-civilian integration has been shown in the Thirteenth Five-Year Plan by making new strategic plan for the development of technology innovation.Intellectual property is the key combination and focal point of military-civilian integration,and acts as the lever in the distribution of resource.At the macro level,it's of vital importance to the construction of military-civilian integration mechanism.At the micro level,the behavior relationship and application method of innovators can be under the influence in some way.Therefore,it is of utmost importance to study the national defense intellectual property system that is compatible with military-civilian integration and innovation.This will help promote the sharing of military-civil resource cooperation,improve the integration and integration of military and civilian technologies,and provide an important institutional guarantee for the integration of military and civilian innovation.This study first briefly discusses the research background,research purpose and research significance.After that,it elaborates on the related research of military-civilian integration,and summarizes the related research on intellectual property rights.It also outlines the related research content of military-civilian integration intellectual property.On the basis of comprehensive collection and arrangement of policy texts,a policy text analysis framework based on two dimensions of policy tools and innovation value chain was constructed.A large number of policy texts were analyzed and the overall integration of military and civilian intellectual property rights was grasped.The policy development and strategic orientation of the policy analysis,interpretation,adjustment and prediction of macroeconomic policies in this field.The research results show that the historical development of China's military and civilian integration of intellectual property rights policy is characterized by a combination of “progressive and explosive” policies.The policy structure has strong “instructive and normative” policies.The formulation of policy texts has a certain “exploratory nature”."Progressiveness",the main body of policy text formulation presents "strong authority and strong coordination",and the policy theme has strong "integrity and progressiveness".There are many problems in the content of policies,such as the oversupply of supply-side policy tools,the absence of demand-side policy tools,and the inadequacy of private-sector applications.According to the research conclusions,this paper proposes targeted policy recommendations from the supply side,demand side,and the private sector,in order to provide a theoretical basis for the government to formulate relevant policies and improve the military-military integration intellectual property system;at the same time,it also strengthens the military and the civilian population.Collaborative innovation in integration provides theoretical guidance.
