| In recent years,the military-civilian integration strategy has gradually become one of the focuses of the national level.Promoting the transformation of military-civilian dual-use technology is an important measure for the organic unification of national defense construction and economic construction.It is an important choice to adapt to the new economic normal,transform economic growth momentum,and achieve innovation drive.The transformation of military-civilian dual-use technology is a major achievement in the long-term exploration of the law of coordinated development of economic construction and national defense construction.It is a major decision made from the perspective of national security and the overall role,and is a major measure to coordinate and promote the "four comprehensive" strategic layout.Based on the theoretical perspective of technology spillovers and new public services,this paper compares the experience and models of military-civilian integration in typical countries and regions at home and abroad,combines the research literature of military-civilian dual-use technology transformation,and comprehensively constructs“mechanism obstacles—causes of obstacles—policy optimization”.Theoretical analysis framework.Following the research logic of "propose problems-theoretical research-realistic research-countermeasures and suggestions",using literature analysis,case studies,comparative research methods,combined with the internal logic and historical path of the emergence and evolution of China's military-civilian integration management system,this article is for the military and civilians of Shaanxi Province.The systematic research and in-depth analysis of the status quo and achievements of the dual-use technology transformation in military and civilian integration were carried out.The study finds that there are barriers to supply and demand,barriers to negotiation mechanisms,barriers to incentive mechanisms,barriers to supervision mechanisms,and barriers to policy enforcement mechanisms in the transformation of military-civilian technology.Traceability extraction is the key influencing variable that hinders the transformation mechanism of military-civilian dual-use technology.This paper analyzes the causes of the above five mechanism obstacles from five aspects: supply and demand structure,incentive policy,management system,policy synergy and policy operation environment.This paper believes that in order to accelerate the formation of the deep development pattern of military-civilian integration,comprehensively promote the two-way transformation of military-civilian dual-use technology,aiming at the mechanism obstacles and mechanism obstacles in the transformation of military-civilian dual-use technology,we should optimize the military-civilian dual-use technology conversion policy from the following five aspects.Improvement: First,optimize the supply and demand structure of dual-use technology,and maintain the balance between supply and demand in the dual-use technology market.Second,improve the talent incentive policy system,and fully stimulate the vitality and enthusiasm of the parties involved in the transformation of military and civilian technology.Third,improve the administrative management system.Implement the supervision and review of the main responsibility,and rationalize the administrative supervision mechanism.Fourth,inspire the transformation policy to work together.Clearly participate in the positioning of the main functions,improve the mechanism of consultation and cooperation,and fully stimulate the synergy of transformation policies.Fifth,improve the operating environment of policies and regulations.Deepen the reform of the standard system,break the barriers to the flow of factors,foster the dual-use technology of military and civilian use,transform the capital chain,industrial chain and innovation chain,and improve the operating environment for the transformation of military and civilian technology. |
