Research On The Government Public Crisis Management In New Media Communication Pattern

In recent years,with the progress of information technology and network technology,new media has been developing vigorously and profoundly changing the old communication pattern.The networking,immediacy and interaction of the new media are very easy to form the "anti silence spiral" phenomenon.The function of the agenda setting is very easy to fail,which leads to the weakening of public opinion guidance,and it is difficult to effectively carry out the prevention work of the public crisis and increase the difficulty of solving the crisis.Under the traditional media structure,the government public crisis management system mechanism can not adapt to the current communication pattern of new media,and hinder the process of the modernization of the state governance system and governance capability.This paper analyzes the development and characteristics of new media,and studies the opportunities and challenges of the rapid development of new media to the public crisis management of the government.Through the review of the representative cases of Maoming PX event,and by analyzing the theory and concept of crisis communication and agenda setting,the paper is preliminarily combed out the shortcomings of the government's public crisis management under the new media communication pattern,and analyzed the reasons.Finally,based on the background of the new media communication pattern,this paper puts forward the principles and Countermeasures to optimize the government public crisis management,and provides some practical thinking and theoretical suggestions for the promotion of the state governance system and the modernization of governance capability.The full text is divided into five chapters.The first chapter is the introduction.The main content is the background and significance of the study.It analyzes the research status of the new media and crisis management at home and abroad,and introduces the contents and methods of the research,as well as the innovation.The second chapter is an overview of the related concepts and theories,including the new media,the new media distribution pattern,the anti silence spiral,the public crisis,the public crisis management concept,as well as the spiral of silence,crisis management and agenda setting theory used in this paper.The third chapter studies the reconstruction of communication pattern by the development of new media,analyzes the impact of the new media communication pattern and the government's public crisis management.The fourth chapter is based on case analysis,and deduces the existing problems of the government public crisis management under the new media distribution pattern,and analyzes the causes of the problems.The fifth chapter puts forward principles and countermeasures,using in the new communication pattern,which we should optimize in our government's public crisis management.
