On The Shaanxi Provincial Government In Public Crisis Management Communication With The Media

The government was the main body of crisis management in the public crisis management. The core of crisis management was coordinating the relationship of all parts correctly and sending message effectively for achieving the final targets. Essentially, media which was a communication tool, as well as a master of public opinion, played an important role in preventing and controlling public crisis effectively. The media were very important in the public crisis, because the spreading of effective messages from the government could prevent rumors and gossip being spread, which created a good crisis management environment. Then the government could formulate the reasonable crisis policies so that provided information and other functions. The growing numbers of public crisis events in our country caused the situation more severe. This paper showed that, in the process of the public crisis management, good communication of government with media, grasping the direction of public opinion and transmitting messages effectively could get twofold results with half the effort for the solution to crisis. Conversely, the public crisis would be intensified, and even lead to social chaos if the government media communicated ineffectively and the information could not be transferred well. Based on the stage theory of crisis development and chaos theory, through the analysis of the famous public crisis events occurred in shaanxi province in recent years and the media communication management of the government of shaanxi province in the processes of public crisis, some advice about strengthen media channel in the public crisis communication were given to the government of shaanxi province by this study.
