Maritime administrative law enforcement reflects the exercise of the sovereignty and jurisdiction of the country's seas and islands,and is one of the measures taken by the state to carry out maritime administration.The executor-the main body of maritime administrative law enforcement is in charge of maritime work in administrative law enforcement.The strength of main body can also affect the effect of maritime administrative law enforcement.The main body of maritime administrative law enforcement plays an important role in ensuring the security of maritime security,combating crime,maintaining the order of marine management and preventing other countries from violating our control of sea and airspace.Maritime administrative law enforcement power is the maritime administrative law enforcement agencies have the power to carry out law enforcement,representing the identity of the main body of maritime administrative law enforcement.The main body of maritime administrative law enforcement represents the image of a country,but also an important institution for maritime exchanges with other countries.Therefore,the continuous improvement of ability and image of the main body is a significant way to ensure marine control.In recent years,the surrounding waters of China are not peaceful.The behavior of some individual countries who illegal fishing and destruct fishery resources in our seas will means big loss for us.Facing the increasingly complex surrounding sea conditions,we need to improve our maritime administrative law enforcement environment and to deploy enforcement officers in our jurisdiction as well as to send patrol ships and aircraft in the sea area,and to form a three-dimensional law enforcement framework.Foreign countries such as the United States,Japan and other marine power have a wealth of experience in personnel training,equipment,legislation and other aspects of maritime administrative law enforcement for reference.We can learn from the experience of these countries and combine with our current reality to build up maritime administrative law enforcement subject with Chinese characteristics.China is currently undergoing the reform of marine management system,however,many reform measures have not yet been put into place,and the domestic research on the subject of maritime administrative law enforcement is not deep enough,which has caused the plight of maritime administrative law enforcement.In order to solve the current predicament,this paper will start from the general theory of the subject of maritime administrative law enforcement,explore the concept and nature of the subject of maritime administrative law enforcement,and then introduce the development process and present situation of the main body of maritime administrative law enforcement in China.Second,it analyzes the main body of maritime administrative law enforcement in the world's major marine powers and explores their experience in the construction process worth learning from.Third,it discusses the causes of the existing problems that need to be paid attention to in the process of reform in our country.Finally,it will give some advices for the current problems in our country and the problems that need to be paid attention to in the course of reform,Mainly from the system design of maritime administrative law enforcement system,clarify the responsibilities and authority of the main body of maritime administrative law enforcement,form a single system of maritime administrative law enforcement,improve the law enforcement main body legislation,strengthen the personnel of law enforcement and weapons equipment.It is hoped that through the analysis of the main body of maritime administrative law enforcement in China,we will put forward a concrete solution and provide a theoretical basis for China's marine construction and development.
