Deliberative Democracy And Meritocracy:New Exploration Of Floating Population Management System

In the past 40 years of reform and opening up,with the advancement of urbanization and modernization,the floating population has been increasing,and the governance and integration of the floating population has become an important factor affecting the social harmony and stability in China.It is incorporated into the community governance to become one of the directions for the reform of floating population governance,the special representative system of Guandong province is one of the new practices of the floating population community governance.By the method of field investigation this research gather material by half-structured interview and participatory observation.Firstly article describes the background of the governance of the floating population of Shaxi town,analyzes the structure changes of floating population and government strategy changes on floating goverance changes,In the light of this surrounding,the research introduce the special representative system and analyze its role.Then following the path that system design should combine with inner social order risen in floating population itself,the research extract core mechanism about special representative system focusing on the combination of western deliberative democracy theory consultation and democracy.And extract another mechanism: meritocracy.It is concluded that personal quality and ability,the governance ability of the villages and the degree of integration of the floating population are the key factor affecting the special representative of role playing.Finally,the author puts forward some summary and reflection on the practical significance and operational prospect of the special representative system as a grass-roots community governance innovation in China.
