Study On Deliberative Democracy Using Mechanism In Mass Disturbances

With the deepening of reform and opening up, the adjustment of economic relations and the changes of the social structure, China has entered an important period of system changes and institutional reform and social transformation, leading to the coexistence of “the good opportunity period of the economic development” and “the prominent appearance of the social contradictions” at the same time. Due to the interest pluralism of the economic and social opening pattern, the interest conflicts of the subject differentiation and the unfair distribution as well as the wide complexity of interwoven interests at home and abroad, considering its own right as the basic core and interest conflicting as the major characterization, social contradictions intensified, and there is a growing trend in mass incidents caused by the contradictions among the people during the present stage, which have become prominent issues affecting social stability. Previous studies mainly explored the innovation of top-down governance model from the perspective of the government, or sought for approaches actively of protecting rights rationally from the perspective of interest groups, however, the analyses of rebuilding the relationship between the state and the society on the basis of the interaction of the government and the people are relatively limited, which urgently need us to explore the necessity and possibility of the interaction between the government and the people in dealing with the group events, with deliberative democracy theory as the breakthrough point, from the start of the new period government and folk multiple dialogue and consultation, through the concrete case analysis, on the basis of which clarify the resolve strategies and settlement mechanisms in dealing with group events. By making the consultation ways be legality and system, making the deliberative democracy dialogue mechanisms perfect,making information obtaining open and transparent peer-to-peer making long-term accountability negotiation mechanism, modern network consultation processing mechanism available, not only build an effective path to group events disposal for the government political and social governance but also provides a reasonable platform for interest groups to express their appeals and problem solving, eventually in a timely manner, to resolve social conflicts and disputes, realize the interaction and win-win between the state and society, as well as the government and citizens.
