The Study Of The Governance Model China Characteristics Of Disasters From The Perspective Of "Special Party Membership Dues"

In the course of the struggle against major natural disasters,the Communist Party of China has created some unique and effective ways of harnessing the disaster,such as counterpart support,“special party membership dues”,military rescue and so on.Among them,“special party membership dues”,this way of disaster relief with Chinese characteristics fully embodies the initiative and creativity of the Chinese Communist Party's disaster management.However,what is the special point that “special party membership dues” have? How is it operated? What is the relationship between its formation and development and the ability of the Communist Party to manage state and political affairs? What is the dilemma in the process of practice? At present,there are few theoretical studies on it.Chinese Communist Party's innovative way of disaster management helps to tell Chinese stories and make Chinese voice well in the field of disaster management,so as to provide the world with a possible Chinese plan for disaster management.Therefore,this paper mainly tries to summarize and expound of the development process,the particularity and mode of operation of the “special party membership dues”,and it analyzes its existing difficulties,and then puts forward solutions.Based on the application of practice of “special party membership dues” in post disaster reconstruction,this paper refines the general rule of the Chinese Communist Party's innovation of disaster management,in order to improve the study of the Chinese characteristic disaster management model in theory.This thesis is divided into six parts: The first part analyzes the background and significance of this thesis,reviews and summarizes the related literature at home and abroad on the subject,and gradually grasps the situation and trend of the current academic research in the process of sorting and summarized the existing research results.On this basis,it determines the research methods of this thesis,conducts in-depth analysis on the difficulties and innovations of the study,and points out the direction for the writing of the thesis.The second part focuses on the participation of “special party membership dues” in post disaster recovery and reconstruction of the theoretical basis and related connotation.The thinking of Chinese Communist Party administering the state and politics is in one continuous line,and its innovative ways of harnessing disasters must also have profound theoretical roots.This thesis uses historical analysis to discuss the theoretical soil for giving birth to “special party membership dues” mode,and defines the connotation and disaster control and “special party membership dues” on this basis,analyzes the internal logic that why “special party membership dues” can become the way of disaster management and its application in this paper,laying the foundation for later writing.The third part takes an in-depth study of the development process of the “special party membership dues” and its particularity.Based on the basis of the Communist Party's disaster management practice,combing the development process of “special party membership dues” is combed,which is the logical starting point of writing this thesis.According to the analysis of the operation mode of normal party membership dues and management and supervision,this thesis applies the logic diagram to deeply explore the mode of “special party membership dues” in participating in disaster relief and its essential particularity,hoping to refine its essential nature through the participation of “special party membership dues” in disaster relief,providing a reference for the Communist Party to innovate the way of disaster management.The fourth part focuses on exploring the existing difficulties in the operation of “special party membership dues”,and puts forward countermeasures to break through the dilemma.Based on the summary of “special party membership dues” practice process and special refining,after collecting large sums of disaster relief data,reading related policies and literature,it puts forward constructive solutions in view of the existing difficulties,hoping to promote “special party membership dues” to better play its advantages in the disaster relief process,and continuously develop and improve the disaster prevention and disaster relief practice mode.In the fifth part,it reveals the inherent law of the Communist Party's construction of the model of disaster management with Chinese characteristics.The model of disaster management with Chinese characteristics in the new era must be unswervingly adhered to and strengthen the leadership of the party,which is the fundamental guarantee for improving the ability of disaster management.To build a disaster management mode with Chinese characteristics,we must stick to and improve the existing innovative ways,constantly develop multi-agent collaborative participation in disaster management mechanism,strengthen the party's leadership in the field of disaster management,and ensure the military's participation in disaster management to play its advantages.The construction of the model of disaster management with Chinese characteristics will help the Communist Party to tell Chinese stories and make Chinese voice well in the field of disaster management.The sixth part is the conclusion,which is the review and summary of the thesis and the prospect of the future research.
