Research On Purchasing Public Service By Local Government

Under the background of economic globalization, the socialist market economy system becomes increasingly perfect, and the public's demand for public service is also diversified. In this environment, it is in an urgent need for the government to accelerate transforming functions and relieving from the tedious work so as to enhance the efficiency of the government. Among them, purchasing public service by the government obviously reflects the measures in streamlining government, delegating authorities and innovating social management mode. The government purchases public service from social organizations by financial payments. By doing so, the government separates itself from production process provided by public service, and thus becomes both buyer and supervisor of service after purchasing. This process is an important innovation in the government organization reform. On the one hand, it alleviates the government's work burden and improves utilization rate of public resource and fiscal funds; on the other hand, it also introduces new elements for socialist market economy by using society and market, forming a situation governed by several parties.Based on the basic theory analysis and related concepts defining for the government's purchasing public services, the paper proposes to make a practical investigation on purchasing public services by the government of Fuzhou city. Taking Jinzhou Community, Cangshan District, Fuzhou city as an example, measures related to purchasing service from Jinzhou Community taken by government of Fuzhou city are presented. Also, on the basis of this practical investigation, it elaborates the highlight, insufficiency and its causes for this service purchasing, and further raises corresponding countermeasures and suggestions. Finally, the paper points out that the government should strengthen the purchase service, perfect service purchasing process, supervision and evaluation mechanism, legal system as well as policy system, with a view to establishing a sound system of public service purchasing for governments.
