Construction Research On Mongolian Diversified Pension Service Model In Hailar Area Of Hulunbeier City

As the China's aging population grows,the ethnic minority areas' proportion of the elderly has also been high,and it is facing with a huge pension pressure.In the Inner Mongolia region,one of the most interesting thing is the Mongolian pension problem.With a large number of young adults to leave their hometown.The elderly who are left behind,empty nest and living alone have increased year by year,nobody cares these elderly people who face lots of difficulties.Currently,Mongolian gathering area is facing the following problems,such as downward family pension function,imperfect pension system and so on.There is an urgent need to explore the current pension new model.Attaching great importance to the Mongolian elderly pension problem is an important content to build a harmonious Inner Mongolia.This paper systematically reviews the existing research results and systematically studies the issue of the pluralistic pension of the local ethnic minorities on the basis of drawing lessons from the relevant theories of public administration.According to the actual situation of the Hailaer area and the reality of the ethnic minority areas in the border areas,the author believes that the study of diversified pension service model can solve the objective problem of old age in the Mongolian region effectively.In this paper,takes the Hailar area of Hulunbeier city as an example,which situated interchange among China,Russia and Mongolia and covers all Mongolian,through the questionnaire survey of Mongolian pension model for research,use demand hierarchy theory,social welfare and other relevant theories and methods to analyze the shortcomings of Mongolian diversified old-age services in ethnic minority areas,and analyze the causes,and then draw these reasons,such as imperfect laws and regulations,irreconcilable government management,incomplete give support policies,lack of professional staff,the narrow source of funds,resulting in such a situation-imperfect diversified pension infrastructure of border ethnic minority areas,incomplete policy system,single service content,low degree of specialization of pension care team,insufficient funds.In view of the above problems,the author puts forward the development strategy of constructing Mongolian diversified old-age service model in Hailaer area,and points out that the development of diversified pension service model should be promoted from the following four aspects:Highlighting the important role of government in the development of the old-age care enterprise,accelerate the development of diversified pension service model policy measures,improve the market supervision mechanism,optimize the social development of a harmonious environment.
